PHE employee’s welfare association held meet

JAMMU, July 13: A meeting of the PHE Employees Welfare Association was held at Jeevan Nagar under the chairmanship of its President Om Parkash Sharma.
The meeting expressed that the retirement benefits in respect of many workers of the PHE Department, who though joined the service much before the commencement of the SRO 149 have not been properly calculated and paid to retiring employees.
The irregularity has been done on account of objection raised by the office of the Principal Accountant General (A&E) J&K Jammu. The objection raised by the Office of the Principal Accountant General is illegal and unlawful and is in violation of the rules of natural justice.
It will be seen from the pension book of the affected persons that the date of appointment of these persons is much more earlier than seven years before the commencement date of the SRO 149, but by virtue of this objection the two irregularities have been done and the affected have been put to huge financial loss.
Sharma while speaking on the occasion said that on perusal of the SRO 149 dated April 7, 1973 it will be seen that the said SRO came into force wef 1st day of July 1972. Accordingly those who had already completed seven years of service as stipulated in the SRO 149 and accordingly had already qualified for the grant of ITI grade for grant of the higher scale of pay.
He further expressed that originally the Executive Engineer PHE Mechanical Division South had granted them the ITI Grade and accordingly correctly projected their cases for retirement benefits, but the Principal Accountant General's objection caused them huge financial loss of retirement benefits.
Sharma demanded that the department should reopen these cases and repay the already deducted amounts and also grant ITI benefits with effect from the actual date of completion of seven years of service.
