Woman tortured in Women Cell HC orders SHO to appear in person | | | EARLY TIMES REPORT Jammu, July 13: In a habeas corpus petition, Justice JP Singh of J&K High Court Jammu Wing directed petitioner to supply a copy of supplementary affidavit to Deputy AG BR Chandan Counsel for Basanti Bhat SHO P/S Women Cell Udhampur and directed Basanti Bhat to appear in person after two weeks. In the petition Santosh Kumari w/o Suresh Kumar Anganwari Worker filed an affidavit in the Court in which she submitted that on October 29, 2010 two police personals Karnail Singh & Rashpal of P/P Kot came to the house of deponent in the evening the and gave the message of SHO Basant Garh that SHO has called Santosh Kumari at Udhampur on November 1, 2010 to record her statement. On November 1, 2010 she along with her husband came there and she was taken in custody by the SHO Basant Garh and handed over to SHO Women Police Station Udhampur on the same day, her child two year old was separated from her. Her husband was asked to leave or else was threatened to be arrested. That inside the police station she was subject to torture by the SHO Women Cell Udhampur and she was caught hold by four persons from legs and arms, two persons were holding an iron pipe below her legs and the SHO was assaulting her with sticks, iron rods and lashes. Two of these seven persons were males. They started her physically torture at 8:00 PM on November 1, 2010 and continued up to 2:00 AM Night, when she fell unconscious. She was severely beaten by the police and seriously injured her. According to her affidavit, the SHO Women Cell Udhampur till November 7, 2010 tortured her continued. It was submitted that she was remained in the custody of police from November 1, 2010 to November 10, 2010. It is worthwhile to mention here that as per the status report a dead body of male found lying the field on May 14, 2007 as the death of deceased suspicious and proceedings u/s 174 CrPC was initiated and November, 2010 Santosh Kumari was asked to appear in the police station for recording her statement and was according to her affidavit detained. —JNF |
