Early Times Report
Jammu, July 13: There was no unanimity among the views of panelists in two days round table conference organized by interlocutors on restoration of composite culture in Jammu and Kashmir state which concluded here yesterday. While the Congress leaders Mani Shanker Aiyar and Minister of PHE, Irrigation and Flood control Taj Mohi-ud-Din were not in favour of restoration autonomy or grant of self rule to J&K state as a permanent solution to the problem, the intellectuals from Kashmir had a different view on prevailing situation in J&K.
Some Panelists from Kashmir while referring to problems of Jammu Dogras said that Dogras were confined to two and half districts only while this observation was strongly objected by two BJP Panelists Dr Rajan Sushant MP and Party's state chief spokesman and national Executive Member Dr Jitendra Singh. They snubbed these panelists while contradicting their statements.
Some Panelists from Valley were so biased that they held the displaced pundits responsible for migration saying that they have made assets outside the Valley and were not ready for return giving a clean chit to the militants and their harborers who were responsible for the mass exodus of minority Hindus from Valley. These observations have drawn a flak from Kashmiri Pandits and while commenting on the same Kundan Kashmiri national president Kashmiri Pandit Conference said that this is not for the first time that the intellectuals from Kashmir have made such an observation against the hapless Pandits but earlier too the so called main stream political leaders from valley while giving a clean chit to fundamentalist elements in Valley had told the Indian leaders that Pandits came in search of green pastures to Valley.
This is total shameful not only for these so-called mainstream politicians of Kashmir but also for those union ministers who could not dare to snub them on the face, Kashmiri added.
Ramesh Manwati another KP leader from Delhi while terming such statements totally ridiculous and rubbish said were pundits so mad that they would leave their three storied houses, land and other property to come and live in tents for two decades together in Jammu and elsewhere. It is shameful that the pseudo secular leaders of India do not possess courage to rebuff such elements from Valley.
He said during the two days conference in Jammu a Kashmiri Pandit intellectual who advocated for introduction of Devnagri as an additional alternative script for those writers who are not familiar with Nastaliq script was also opposed by some intellectuals from the Valley saying that how can the state afford to adopt the additional script for three lakh people when 80 lakh are in favour of Nastaliq.
He asked can the people having such a narrow mindedness talk of restoring the composite culture in the Valley.
However the BJP leaders Dr Rajan Sushant and Dr Jitendra Singh made certain pointed recommendations during their respective presentations at the Round Table Conference with Dileep Padgaonkar led team of Interlocutors.
During the earlier part of discussion before their formal presentations, Dr Jitendra Singh intervened to respond to a participant's allegation that RSS radicalism was carrying out Hindutva cultural invasion in Kashmir. Dr Jitendra Singh said "Radicalism in any form is condemnable but it calls for courage of conviction so that while talking about so-called RSS radicalism one does not shy away from referring to Islamic radicalism in Kashmir".
Dr. Rajan Sushant, in his presentation, made a strong recommendation for immediate grant of citizenship rights to refugees from West Pakistan, delimitation of Assembly constituencies based on area and population, correction of regional imbalance, abrogation of Article 370 and special developmental schemes for the hilly terrain State.
Dr. Sushant also called for institution of inquiry to account for thousands of crores of central grants received by the State government which, according to him, went misappropriated by handful of politicians and bureaucrats at the top thus leaving the common masses even in the Kashmir Valley deprived.
Dr Jitendra Singh, in his presentation, expressed surprise that the state government demands autonomy for itself but is reluctant to grant autonomy at grass root level to Panchayats by implementing 73 and 74 amendments of the constitution. Dr Singh also referred to "Kashmiriat" and said it is a unique example of composite culture in the subcontinent but Kashmiriat is incomplete without the return of Kashmiri Pandits to the Valley. Dr Jitendra Singh said while rehabilitating surrendered former militant youth, priority should first be given to jobs for 7 lakh educated unemployed youth of the State or else it could send across a wrong and dangerous signal.
Dr. Jitendra Singh concluded by saying that relationship of Jammu and Kashmir with the rest of India is not only political but based on certain common ethos and therefore it should not be made a subject of debate.
