In Omar's Kashmir, rape victim can't get compensation! | | | Early Times Report srinagar, July 13: Even as Rahul Gandhi is seen in a police station in Uttar Pradesh to help a rape victim, his friend Omar Abdullah's government believes that there was no provision to compensate a rape victim in this neglected state. "Relief can be provided in case of death, injury or property damages if caused by subversive activity", said a senior official when reminded of SHRC ruling recommending relief to the tune of Rs 75000 to the victim. The government has directed the Home Department to ensure that the concerned security formation pays the relief amount to the victim. On May 26 1993 Army men stationed at Keigam camp allegedly raped 18-year-old Shahmali during a search operation at Nagrimalpora. Her brother Abdul Ahad Banday filed an FIR, but after the police failed to investigate the case, he approached the SHRC in 2002. In June 2007, the SHRC found the Army men guilty of rape and asked the state to pay compensation to the victim. The SHRC also urged the concerned to speed up the probe. But the government has now declined compensation, saying the rules don't apply to rape victims. The state has directed the Home department to make concerned security formation to pay the amount of relief awarded to victim. The Chief Minister when contacted, said he was unaware of any such rule, " I will find out", he said. |
