Lopsided planning scenario in Jammu a major concern…. | Jammu district actually got Rs 31 cr as annual plan……? | | Early Times Report Jammu, July 13: Notwithstanding the bid of the NC led government to overdraw the projections and overestimate what has been given to Jammu in the annual plan size, people of Jammu and the 11 MLAs have no reason to feel upbeat. As against the projected amount of Rs 92.53 cr, the actual plan amount meant for Jammu's development for the entire year is not more than Rs 31 cr, say the financial experts. The rest, they say is the component that falls under various loan categories. J&K state got a plan size of Rs 6,600 cr for current financial year out of which the government has fixed Rs 92.53 cr for Jammu which is main district and vast in terms of population and constituencies . However, even this projection is being rubbished by the experts and political observers who contend the amount of plan size is less than the previous year, though the difference is marginal. For the previous years's plan the government had initially fixed the amount at Rs 92.60 cr which was later revised and put at Rs 106 cr. The plan amount is also contested and argued on the count of lopsided development scenario in Jammu which the government has failed to address in its fresh planning in the current year. In the name of development and facilities for people of Jammu , the two premier agencies NBCC and ERA have once again started their digging operations across the city and expanded its dimensions. This is in contravention of the government order issued last year that no roads would be henceforth dug up for at least four years as these were macadamized in many areas after dilapidated scenario prevailed for months that caused havoc during rains. The government claimed it spent Rs 60cr on blacktopping of roads by PWD which is why it ordered no digging for four years. The order is being brazenly flouted and government is watching its own money going down the drain. The experts are also terming the plan size having been stretched beyond the real amount saying the original figure if worked out amounts to nearly Rs 31 cr and rest is the loan amount which is not clearly projected or mentioned by the government. Some observers say the government is perhaps banking on rather eyeing what the union government has assured to give Jammu and Ladakh as its due share as recommended by the special Task Force that studied and assessed development scenario of both the regions. The task Force has recommended Jammu be given an additional amount of Rs 150 cr and Ladakh Rs 100 cr for meeting its development needs on which these two regions lags far behind. Even though Chief Minister Omar Abdullah made a brief mention of the Task Force amount , he only expressed regret that state was yet to get this from the Centre. Jammu based politicians are attributing the less amount of plan to these projections, which both ethe regions are bound to receive sooner or later. However, some MLAs dared government to put questions on certain aspects where the plan size and planning lacked things which are required for overall development of the Jammu district. " Entire country including this part of state is witnessing inflation, price rise and other things that hit the common masses……one year on and the government has surprisingly deemed it proper to keep the plan size more or less same and infact lessened it….if it was just to give Rs 31 cr there was no need to call a meeting headed by Chief Minister and an army of administrative officers", Prof Chaman Lal Gupta, MLA said sarcastically expressing concern that this petty amount has be distributed amongst 11 MLAs…what development they can imagine of." |
