New districts to work from April next: Azad
‘Lays foundation of Kathua Women’s Degree College’

Chief Minister Mr. Ghulam Nabi Azad said on Monday that the determination of government to ensure equitable development of all areas is evident in the enactment of law regarding constitution of finance commission and added that government has fulfilled almost all promises made in the Common Minimum Programme. Mr. Azad said that approval to the creation of new districts and other administrative units, delimitation commission and increasing in assembly segments are some historic decisions taken by the government first time in 40 years.
Announcing that newly created districts would start functioning from April next, Chief Minister said that preliminary exercise in this direction has been initiated and nodal officers posted for every new district.
Chief Minister was addressing a mammoth public gathering at Kathua after laying foundation stone of Government Degree College for Women there.
He said the massive development process and infrastructure building has been set in place by government during past four years which is in itself record and significant achievement of the government to reckon with. “State was going through unpleasant socio-economic weather and sailing in militancy created turbulent waters was not an easy job. We at one hand worked for restoring peace and carried forward development activities with full force on the other”, Chief Minister maintained.
He said had the militancy not created unfavourable situation and put hurdles in development process would have sky-rocketed. Mr. Azad said dealing with uncalled for situations, spending of invaluable energy to curb militancy and incur huge funds on rehabilitation and compensation of terror victims put considerable pressure on spending. Same amount and energy could have been utilized for providing better basic amenities to the people of the state, he added.
Chief Minister said that next two years have been dedicated to consolidation expansion of development strategies so that every area gets due share in the process of growth and infrastructure build up.
Referring to education sector, Chief Minister said unprecedented growth and expansion has been realized in this sector during the tenure of coalition government, adding that 22 degree colleges, over a dozen of ITIs and polytechnics have been established.
Mr. Azad said that all this development profile has been possible by the keen interest of UPA Chairperson Mrs. Sonia Gandhi and Prime Minister Dr. Manmohan Singh in the development of Jammu and Kashmir. He said centre is providing liberal assistance to the state in every sphere which has accelerated the pace of work on all projects for women.
The degree college of which Chief Minister laid foundation at Kathua is likely to be completed at a cost of Rs. 5 crore. The build up area in the earmarked land of 76 kanals for the college will be 3195 square metres. Under the first phase, six lecture halls, four labs and four faculty rooms would be constructed.
On his arrival, Chief Minister was received by enthusiastic crowd raising slogans in his favour, showering petals, waving hands and flags. The town was giving a look of festivity by the decoration in the shape of arches, welcome gates, banners and buntings. People gave rousing reception to their beloved leader when he arrived at the venue of public meeting and at the site of foundation stone laying.
Minister for School Education Peerzada Mohammad Sayeed, Minister for Health and Medical Education Mr. Mangat Ram Sharma, Minister for R&B Mr. Gulchain Singh Charak, Minister of State for Higher Education Mr. Aijaz Ahmad Khan, Minister of State for Youth Services and Sports Mr. Babu Singh, Minister of State for Revenue Mr. Prem Sagar Aziz, Member Parliament Ch. Lal Singh, legislators Mr. Girdhari Lal, Mrs. Kanta Andotra and Dr. Manohar Lal Sharma also spoke on the occasion.
Principal Secretary Higher Education Mr. A. K. Angurana, Director Colleges Dr. N. D. Wani, Deputy Commissioner Kathua, SP Kathua, other senior officers, political leaders and prominent citizens were present.
