ABH condemns revocation of KAS final seniority list | | | Early Times Report JAMMU, July 14: Aarakshan Bachao Manch (ABM) J&K, has strongly demanded revocation of final seniority list of KAS officers issued by GAD vide No:743-GAD of 2011 dated 24-06-2011and appealed for confirmation and finalization of tentative seniority list issued vide order no. 485-GAD of 2010, wherein due share to the officers belonging to SC/ST/OBCs has been given as per their constitutional right. While addressing a press conference ABM spokesperson and former MLA, Bali Bhagat charged upon the state coalition Government and said that officials concerned have not exercised their powers and make an exercise for appointing/promoting them in time scale in 2004, 2005, 2006 and 2007 in terms of the J&K Administrative service Rules 1979 despite to the fact that officers are eligible and vacancies are available in their respective feeding service. He said that committee has wrongly made recommendations which are contrary to the statutory provisions of Rule 15 (4) of Rule of 2008.
ABM said in the revised KAS Rules notified vide SRO 386 dated Dec,1, 2008 specific provision was kept to protect the rights of all eligible officers of feeding services in whose case inordinate procedural delay in induction in KAS spanning over 5 years was caused at the level of secretariat. But at the time of issuance of final seniority list the whole criterion prescribed under rules and duly adopted by the Government has been reversed to accommodate few influential blue-eyed officers causing a great disadvantage to the deserving officers. ABM appealed the Chief Minister Omar Abdullah to intervene into the matter forthwith and direct the concerned authorities to issue orders of revocation of seniority list issued by GAD to avoid confrontation and agitation.
