Govt may table land use bill in autumn session of legislature | | | EARLY TIMES REPORT Jammu,July 15: The National Conference led Government plans to introduce a bill seeking ban on conversion of agricultural land for non-agricultural purposes in the state Legislature during the autumn session beginning in September.
The Bill had been referred to the select committee when numbers of MLAs belonging to the ruling alliance and the opposition opposed adoption of the bill during the budget session of the Assembly in April on the plea that the piece of legislation should not be adopted in haste. However, official sources said that some influential political leaders were not in favour of adoption of the bill as they have been in touch with builders so that chunks of farm lands could be used for raising either the housing colonies or the shopping centers,especially the malls.
Government functionaries in the civil secretariat said that some politicians owned agricultural lands and if they think of using them for non-agricultural purposes they would be able to earn huge profit.
These functionaries said that the Minister for Agriculture,G.H.Mir,is quite keen to get the piece of legislation adopted by the st ate legislature.He is said to have requested the members of the select committee to expedite their views on the bill and return to the Assembly secretariat as early as possible. Sources said that if the select committee report was available within next one month the bill would be tabled for adoption in the autumn session of the legislature.
The bill does not provide any ban on conversion of one kanal of agricultural land for non-agricultural purposes.The proposed bill also provides that those who plan to convert agricultural land for non-agricultural purposes have to seek permission from the competent authority failing which they may lotheir proprietary rights of their land.Under the proposed bill violators would have to face imprisonment and fine. Sources said that the basic purpose of the bill was to check rapid conversion of agricultural land for non-agricultural purposes which was bound to further reduce food production in the state. There is a plan to set up a Board that would monitor the entire activities in the farm sector in a bid to prevent people from using agricultural land for non-farming practices.
