Committee for creation of new administrative units accused of bias

Jammu, July 15: Harsh Dev Singh NPP MLA and its working chairman has demanded the tabling on the floor of the House of the Report of the “Committee for creation of new administration units” before its consideration by the government.
He said on pending approval of the report of the said committee, the same should be discussed threadbare in the Assembly.
He said that the aforesaid report as submitted to the Chief Minister, has recommended creation of new districts, tehsils, blocks, besides effecting changes in the territorial boundaries and limits of existing administrative units.
He said there have been large scale complaints of different areas, panchayats and sub-regions of neglect and non-consideration of their genuine demands and aspirations by the said committee at the time of formulation and finalization of its report.
He said that the said committee has acted at the behest of ruling coalition and its recommendations are primarily based on political considerations.
Harsh Dev Singh said that there were large scale complaints of neglect of genuine suggestions and contrarily incorporation and accommodation of the suggestions and directives of ruling alliance and its ministers.
Harsh Dev Singh said that the issue of politicization of the said Committee was raised in the Legislative Assembly also during the Budget session with legislators strongly pleading for autonomous committee with impartial and unbiased approach.
Singh regretted that Billowria Committee which had earlier been entrusted with the task of recommending new districts and tehsils had prepared its report which was rejected out rightly by the present coalition in 2009 even without discussion only because S S Billowria had refused to succumb to political pressures.
He deplored that unbiased and unprejudiced nature of the report became a cause of its repudiation and rejection by the ruling alliance.
Favoring discussion on the report of the new committee in the Legislature, Harsh Dev Singh said that suggestions of elected representatives should be duly considered and given due weightage in the matter of creation of new administrative units or effecting any changes in the existing set-up.
He said that debate and deliberations on the subject in the Assembly would also ensure rectification of anomalies and distortions besides ensuring justice to the various regions and sub-regions of the state.
He further demanded due consideration to the demand of pubic for creation of tehsils in Basantgarh, Purmandal, Pancherri, Ramgarh, Bhomag, Jindrah, Ghagwal besides creation of additional CD blocks in Jammu region.
