Flawed IT 'regime', lack of policy turns govt claims hollow | Computer professionals offered Rs 10,000 on contractual basis.......! | | Early Times Report jammu, July 15: Loud in its claim to have e- governance and complete online system in all the departments in order to have transparency and easy access to information , the J&K government has so far failed to prove worth on this front. Sluggish on every step, the government has itself blocked prospects for establishment of a full fledged IT department. Result: it has falied to retain or attract whatever local talent is available in the state, leave alone grooming them as fully trained computer professionals. Worse, the irony remains that it offers just Rs 10,000 that too on contractual basis for one year to the youth trained in computer education. The interviews that were conducted in Srinagar for the posts of computer operators and analysts for the last two days proved to be a damp squib affair as not many are finding the 'temporary job' alluring. The interviews for these posts were held from July 12 and continued for three days. The candidates were called from both Jammu and Srinagar. The interviews were called and held by J&K e-governance agency, a new found society set up probably last year to carry out works related to IT department functioning. The need for creation of this agency was felt as the IT has till date failed to take off in full fledged form and shape despite government making tall claims and loud talks about its need and necessity in present day fast communication environment. Now, as far as these interviews wer concerned these are the first recruitments of the sort in J&K in what can be seen as much a do about nothing IT department. Even as there are scores of unempolyed youth alreday trained in computers waiting for jobs in government sector, the two main things that failed to evoke much response particularly from youth having done professional courses. One that they found the salary too less than what is being offered to them in the government sector, manifold high than this and that the job is contractual, only for one year. Even though when the posts were invited some youth doing private jobs found it alluring apparently because of the government tag, their enthusiasm faded only when they were told about these two factors.What help and utilisation these trained youth once appointed can be of remains to be seen, but for now the government has falied to attarct professionals and experienced hands for these posts. As for the current status of IT department and failed computersiation programmes in all the departments , one of the key reasons as to why it has failed to take off is the non fulfilment of its own commitment by the government to establish two separate Directorates in the state- one each at Jammu and Srinagar, though it was envisaged so under the publicised name and banner of IT Enclaves. Sources also attribute to sluggish pace of development on this front to the existence of already operational NIC which on its part is only giving prefernce to and hiring the professionals of private companies. Even though NIC is providing support base of information technology to some departments, lack of avenues and lack of will to train own people that can help build own human resource is only delaying the IT regime to kick off its fucntioning independently. Government has been talking about formulating proper IT policy but only on papers. |
