Allegations of favoritism in SKIMS DM/MCh selections | Director denies; Claims competent, honest people conducted process | | EARLY TIMES REPORT Srinagar, July 16 (KNS): Charges of favoritism and nepotism, in conducting practical examinations for the selection of post-doctorial courses for DM/MCh in SK Institute of Medical Sciences Soura, are coming to the fore with dropout candidates alleging that the process was ‘fixed.’
The SKIMS recently conducted the interviews/practical exams in the seven super-specialties which included Cardiology, Endocrinology, Gastroenterology, Medical Oncology, Cardio-Vascular Thoracic Surgery, Neurosurgery and Plastic Surgery. Sixteen candidates were selected in open merit.
However, a candidate in Plastic Surgery, who had topped in written test, was allegedly dropped in the practical exams intentionally to accommodate a ‘blue-eyed’ candidate.
The candidate Dr Shabir Ahmad was at serial number one after the written test. “He has been intentionally awarded lesser marks in the practical exams so that another influential candidate, who was below in the merit, gets accommodated,” highly placed sources in SKIMS told KNS.
“The interviews and practical were fixed,” they alleged.
The selection of Dr Abid Showkat who happens to be the son of Director SKIMS, Dr Showkat Zarger has also raised many an eyebrows. “The selection process was expedited after Dr Zarger took over as Director recently as his son was also appearing. Though he (Dr Abid) had done MBBS from Batra Medical College on payment seat and was never a meritorious student, he found a place in the recent list due to his father’s position,” sources alleged.
In Cardio-Vascular Thoracic Surgery a doctor who was appearing at serial number 3 in theory couldn’t find a place in the final list. There were four posts in CVTS.
A senior doctor in SKIMS on the condition of anonymity said ethics demanded that Director shouldn’t have conducted the selection process himself as his son was appearing. “How can process remain fair when son is appearing and father is conducting the exam,” he asked.
There is a procedure in Public Service Commission also that any member whose relative is appearing in the exam can’t remain as supervisor.
Sources told KNS that experts to conduct the practical exams were all from SKIMS. “All the people involved in the exercise were from SKIMS which casts doubt over the fairness of the list,” they added.
However, Director SKIMS denied the allegations. “These are baseless and false allegations. There were competent and honest people who conducted the whole process,” he told KNS.
On allegations that a topper in written test was dropped in practical exams, he said, “Having theory and practical exam is practice all over the India. If some one doesn’t perform well in both, you can’t blame the system.”
Asked whether any neutral expert had been called from outside state to conduct practical exams, the Dir SKIMS said, “We follow MCI rules and under it there is no need to call outsiders. Papers were set by different people so there is no question of favoritism.”
He defended inclusion of his son in the list. “Everybody has a right to be there on his merit. If my son is in the list he is on merit,” he added.
