Local self-governance answer to dev questions: Omar
‘Panchayats to be agents of socio-economic change’

Banihal (Ramban) July 16 (KNS): Stating that local self governance is answer to all questions on the development front, Chief Minister Omar Abdullah Saturday said that powerful panchayats would act as agents of socio-economic change in the State.
“My Government is committed to empower panchayats and make these effective democratic institutions to address development issues on broader spectrum and give rise to a befitting local self Government module”, he added.
Speaking to the newly elected panchayat members of Banihal and Ramban Assembly constituencies after inaugurating 4-day orientation camps for panches and sarpanches at Banihal and Ramban separately, the Chief Minister asked them to be prepared to shoulder the responsibility of public service in a missionary zeal.
The Chief Minister said that the empowerment of panchayats will not be restricted to the rural development works only but our ‘intention is to involve you in the services being provided in social welfare, public health engineering, rural road communication, power supply, consumer affairs, health, education and other related sectors’. He said highlighted the importance of panchayat raj to address local development issues.
Omar said that administration at all levels has been sensitized about the role and authority of panchayats in the socio-economic development process. “Your participation in Plan formulation, execution and monitoring of works is necessary”, he said elaborating that administration and the elected public representatives have to move ahead jointly to give strength to the panchayat raj ensuring good governance and pro-active administration.
“In your success lies the success of panchayat raj”, he told the sarpanches and panches advising them to create a golden period of local self governance in the State by rendering selfless, dedicated and honest service to the people based on principles of justice and equity.
Chief Minister said that the decision of holding panchayat elections after a long gap of 33 years was a challenge before the Government and its successful completion is the joint success of the people and the administration. “The best congratulations are due to general public for their huge participation in the election process”, he said and also extended greetings to the newly elected panchayat members.
“Many rumors were circulated and speculations cost by our political opponents on holding of elections, filing of nomination papers by candidates, voter turnover etc. But we proved their contentions incorrect”, he said adding that all predictions in this regard fell flat, and free and fair elections were completed with full public support.
The Chief Minister said that after halqa panchayats, block and district panchayat committees would be elected and in each District Development Board, a representative of panchayats would be Vice Chairman of the Board. “This would give the panchayats powers to be part of decision making at the district level too”, he said.
The Minister for Rural Development, Ali Mohammad Sagar and Minister of State for Rural Development, Ajaz Ahmad Khan in their speeches underlined the role of panchayats in giving strength to the self governance and involving public representatives in the decision making at all levels. They said establishment of panchayat raj in the State would help to launch schemes as per local priorities. They lauded the Chief Minister’s keen interest for establishing panchayat raj in the State. The local MLAs were present on the occasion.
Earlier, the panches and sarpanches in their speeches highlighted the development requirements of their areas and sought the help of Chief Minister in resolving the development issues. They expressed gratitude to the Chief Minister for holding panchayat elections in a free and fair atmosphere and enabling general public to get involved in governance in decision making on development fronts.
