Vigilance & Monitoring Committee meeting held at Samba | | | EARLY TIMES REPORT Samba July 16: The meeting of Vigilance & Monitoring Committee district Samba was held under the chairmanship of Madan Lal Sharma, MP (Lok Sabha) to review the progress of various schemes funded by Ministry of Rural Development, Govt. of India in the District. Lal Singh, MP(LoK Sabha), the co-chairman of the Committee, Swran Lata, vice-chairperson, J&K Advisory Board for Welfare of SC, Yash Paul Kundal, MLA Samba constituency and the members of the committee, besides the district officers of various departments were present in the meeting. At the outset, Mubarak Singh, District Development Commissioner, Samba gave a detailed account of allocation and achievements of the year 2010-11, besides the provision of funds made available by Govt. of India under various sectors for the current year. He informed the meeting that during the year 2010-11, an amount of Rs.3171.44 lacs was available, against which Rs.3074.12 lacs was expended on various schemes like MG-NREGA, IAY, NRDWP, PMGSY, SGSY, TSC, NSAP etc. He further informed that under the flagship programme of MG-NREGA, an amount of Rs.619.40 lacs was spent, whileas 2671.16 was spent for different schemes under NRDWP, besides an amount of Rs.1118.43 lacs was also spent for executing roads under PMGSY and an amount of Rs.109.36 lacs was spent for providing financial assistance under IAY. It was also intimated that a provision of Rs.3288.27 lacs has been kept for execution of various works under these schemes during the year 2011-12 and an amount of Rs.1872.69 has been spent till ending June. The members of the committee suggested that awareness camps should be organized by the departments so as to make people aware and deliver the desired benefits of these schemes to the rural areas. Lal Singh while speaking on the occasion, impressed upon the officers to work hard and prepare different projects of drinking water, renovation and development of community ponds, recharging of water resources and forward the same to Govt. of India for financial assistance. He assured his full support and facilitation for getting the projects sanctioned from Govt. of India. He also asked the Superintending Engineer, PMGSY to expedite the execution of work of roads taken up by the department especially in the far flung areas of Block Ghagwal, Purmandal and Samba. Swarn Lata, vice-chairperson, J&K Advisory Board for Welfare of SC suggested that the list of beneficiaries covered under different schemes should be provided to the members of Vigilance and Monitoring Committee so that the works could be monitored and verified on ground. Yash Paul Kundal also discussed in detail the status of various developmental works being carried out in the District. Madan Lal Sharma while speaking on the occasion impressed upon the officers to undertake regular touring and carry out vigorous monitoring for ensuring quality parameters and early completion of the schemes. He expressed his serious concern over the works being executed under RGGVY by NHPC and asked the District Development Commissioner to verify these works and also sort out the issue between NHPC and Power Development Department for taking over the infrastructure created under the scheme at the earliest. Madan Lal directed the concerned agencies to expedite the project taken up to de-link the lifting of water for drinking purposes from Mansar Lake and exhorted upon them to ensure that de-linking is completed at the earliest.
