Rather Panel still asleep!
Has Omar given up its autonomy demand?

Early Times Report
JAMMU, July 16: Political grapevine suggests Chief Minister, Omar Abdullah was assured a full term in office by Prime Minister, Manmohan Singh recently if he gave up his autonomy demand. Well, as mentioned, it is just grapevine and even a rumour but NC's silence over autonomy speaks a lot.
On October 13, the state government referred Justice Sageer's (Retd) recommendations to a panel headed by the Finance Minister, Abdul Rahim Rather for consideration. The Rather Panel was supposed to submit its report within three months.
The Panel, however, completed three months on January 13. No report was submitted at the end of the deadline. Infact, no report has been submitted till date. Surprisingly the Panel was formed when New Delhi had already nominated its interlocutors on Jammu Kashmir. While the Panel has been almost forgotten, the interlocutors in their preliminary report to the Home Minister have not made any mention of autonomy. The report has hit hard on Omar autonomy demand, Justice Sageer's recommendations and the Rather Panel. Notwithstanding this, Omar holds the interlocutors in high esteem and urges the separatists to meet them.
Justice Sageer headed one of the working groups formed by the Prime Minister in 2006. The group submitted its report early this year and National Conference considered it a victory. However, the National Conference could not celebrate the `victory' as the first phase of the on-going agitation commenced soon after.
In January last year, National Conference patron and union minister for New and Renewable Energy, Dr Farooq Abdullah said the Prime Minister will restore autonomy to Jammu Kashmir after consulting the representatives of all the regions of the state.
Dr Farooq said New Delhi was seriously considering implementation of Justice Sageer recommendations. "The Chief Minister has taken up the matter with Prime Minister and hopefully the PM will soon consult the representatives of Jammu, Ladakh and Kashmir", he said.
The Chief Minister met the Prime Minister recently. He assured him a full term in office and Omar has been behaving like a `good boy' since.
