J&K Gujjars ask interlocutor to project their concerns too in final report

SRINAGAR, JULY 17: Urging to three-member panel of interlocutors on Jammu and Kashmir for strong recommendations on the issues of Gujjars and Bakerwals , in their final report, to be submitted to Prime Minister of India, in next few days, the community today sought help of the team , appointed by centre, last year, to project an irreversible provision along with constitutional guaranties to “Reserve Categories” while addressing the Jammu and Kashmir question .

In a memorandum mailed through Tribal Research and Cultural Foundation –a frontal organisation community, the Gujjars strongly pleaded for grant of social, cultural , economic and political empowerment of their tribe residing in for-flung and difficult areas of the state.
Giving details, Dr. Javaid Rahi, Secretary Tribal Foundation said on behalf of Gujjars and Bakerwals of J&K we have mailed a 10 page memorandum addressed to Interlocutors on Jammu and Kashmir, Dalip Pagaonkar , Prof Radha Kumar and M M Ansari demanding powerful projection of our problems and plight in the last and final report on Jammu and Kashmir. We also sought their favourable recommendations on 10 major issues facing by our tribe in J&K who constitute more than 20% total population of the State.
First we urge for a favourable recommendation on Political Empowerment of Gujjar Community through extension of Political Reservations section 49 of the Constitution of Jammu and Kashmir to Scheduled Tribe Communities too, as Scheduled Casts under the same section already enjoying the reservation in State Assembly. The other demands projected in the memorandum are ; Rehabilitation of nomad Gujjars on Government/EP/ Auqaf lands, Extension of Forest Right Act -2006 to Jammu and Kashmir, Providing Food Security for nomadic population especially for Gujjars-Bakerwals, establishment of Tribal University in Jammu and Kashmir, Health and Education policy for nomads, establishment milk plants/mutton consuming Mandis in the state to boost tribal Gujjar economy, representation to Gojri language and Culture in Indian Constitution, State Universities, AIR and DD, raising of Gujjar Scouts on the prototype of Ladakh Scouts, and conduct of special census of nomad Gujjars. We firmly hope that the team will project our problems in their final report, Dr. Rahi said and added being a suppressed tribal community Gujjars- Bakerwals deserves special attention of State and Union Government.
He said our delegation also met Interlocutors in Srinagar, October 24, 2010 last year and apprised the team that being possessing a different identity, ideology and culture the Gujjars are demanding for a separate tribal council with in the state on the pattern of Leh / Kargil Hill Council so that their tribal uniqueness could be protected and preserved properly but the same was not projected in earlier reports. We in this recent memo also demanded projection same in the final report.
