EARLY TIMES REPORT
Kishtwar July 17:- India’s prime construction company General Reserve Engineering Force commonly known as GREF was constituted by the Union of India with the aim to raise the standard of various construction works in the country at par with the international standard and the company was assigned the responsibility of construction of various important road projects in India including widening of Batote-Kishtwar-Sinthan-Srinager road project in Jammu and Kashmir. But the GREF most of time remains at the center of the storm for its sub standard work, weather it was the issue sinking of National Highway at various places or the construction of alternative link road at Pul-Doda and Assar, the GREF was accused of using sub standard material in construction of side walls and parapets all along Kishtwar-Batote National Highway.
In one such incident, the sub standard work of GREF got exposed near Chowghan ground, when a tyre of the vehicle got stuck inside the cover drain after the roof of the covered drain got collapsed, thus exposing the quality of the material used in construction of this drain months back. It was only after hectic efforts of the people and uses of JCB machine, the trapped vehicle was pulled out of the drain. The people informed that instead of using river sand, the GREF contractors used stone crusher sand, which is considered as sub standard. The people living all along the national highway right from Malipath Chowk to Girinager chowk Kishtwar complaints that the drain water perforates into their houses even during routine flow of water inside the drains and the condition seems to be worsened in case there is heavy rain or snow in the area. After examining the damaged portion of the drain, the public claims proved to be right and two meter deep drain was covered with hardly 2 inch concrete cover, mixture of stone crusher stand with lighter weight iron rods, which is the main reason behind the collapse of the drain. Local people urged upon the concerned Deputy Commissioner to conduct a throw probe into the use of sub standard material into the construction work of drains, constructed by the GREF on both side of National Highway right from Malipath to Giri Nager Chowk in Kishtwar district.
