Varsities told to avoid wasteful expenses

Jammu,July 18: The state Government has asked the six universities ,including the two universities of Agricultural Sciences and Technology, in Jammu and Kashmir to observe austerity measures.
This instruction has been issued following reports that the authorities of the universities have thrown to winds earlier suggestions on avoiding wasteful expenses. Official sources said that the state Government is already faced with financial crunch and it was not prepared to meet demand for additional financial allocations from the universities.
The sources said that since the Finance Minister, A.R.Rather, has issued fresh guidelines on austerity measures in the state Departments these very guidelines had to be observed by the university authorities.
Reports have reached the Government that top functionaries of these universities were spending huge sums of money on the travel to areas outside the state in connection with conferences, seminars and on less important activities.
The university authorities have also been suggested to reduce expenses on fuel consumption, telephone and on the purchase of new vehicles, furniture, furnishings. Another report having reached the Government indicated that university authorities spent lavishly on entertainment of guests and on examiners which needed curtailment.
The report said that while the authorities were liberal in spending on activities which are not related to teaching, research and extension they were reluctant in sanctioning funds for activities connected with the development of facilities in the laboratories and the libraries.
Sources said that university authorities have been asked to explore the possibility of keeping some percentage of seats in various faculties as paid seats which could help the universities in generating resources internally.
The authorities have been told to tone up research activities in various science streams especially in the departments of plant and seed breeding which was needed for evolving seeds of high yielding varieties of various crops, particularly rice and wheat.(KIP)
