| Who are real representatives of people? | | | European Parliament member,Charis Davis,is not the first political leader to favour involvement of people of Kashmir by India and Pakistan in the talks for the settlement of the bilateral problems.During the last about 60 years voices keep on multiplying in support of triangular talks.While some seek involvement of representatives of people of Kashmir in the talks,others want representatives of people of the entire Jammu and Kashmir.Such a demand is being raised to ensure that whatever solution to the Kashmir issue is evolved should satisfy people of Kashmir.Those who do it seem to be oblivious of the fact that if there is a kashmir issue or problem it does not pertain simply to the valley but to the entire state,which includes the regions of Jammu and Ladakh.However,till about two decades ago those who matter in the south Asian region and in the developed nations favoured triangular parleys,talks among the Governments of Pakistan,India and representatives of people of Jammu and Kashmir.
After the rise of militancy in 1989 the emphasis is on bilateral talks,parleys between New Delhi and Islamabad.And this very idea has received support from Washington.During the last five years the US Government has been consistent in its support for the bilateral talks.While favouring tripartite talks an element of confusion seems to have crept in.How?Whether Charis Davies or any other political leader they are heard favouring involvement of people of Kashmir in the talks.Do they want the entire one crore people to be involved in the talks,which is not possible,or do they wish that representatives of people of the state be associated with the parleys?This needs to be cleared by all those who favour triangular talks.
For the sake of argument let us assume people like Charis Davies want representatives of people of Jammu and Kashmir to be involved by India and Pakistan in the talks for settlement of the Kashmir issue.Who are the real or genuine representatives of people of Jammu and Kashmir ?Normally those elected to the state Assembly by people of the state should be treated as representatives of the state of Jammu and Kashmir.But those who are on the other side of the fence and those questioning the irrevocability of the state's accession with India want those to be involved in the talks who represent the aspirations of the people of the state.Representing aspirations of people of the state is an illusory term.If the state has over one crore population it means there would be varied aspirations of people.Possibilly the separatists in Kashmir want their inclusion and involvement in the talks and it is so because they do not believe in the constitutional validity of the process of elections.Hence it will not be an easy process to determine who are the real representatives of people of the state.In the absence of such an alternative the only other option open is to explore the possibility of promoting friendly ties between Islamabad and New Delhi through bilateral dialogue.
