ACR Kishtwar directs Tehsildar to handover position of land to Bishroop Sharma | Finally justice delivered to 94 year old freedom fighter after 7 years | | Asif Iqbal Naik EARLY TIMES REPORT Kishtwar, July 18: In response to the story published in your newspaper on 17-06-2011 edition titled as "94 year old freedom fighter from Kishtwar fighting for justice since last 7 years, only son grabs his property and throws him out off his house", Assistant Commissioner Kishtwar (ACR) Rajesh Kumar Shavan after careful preview founds the claims made by the 94 year old freedom fighter Bishroom Sharma as true and directed Tehsildar Kishtwar to hand over the position of the land under illegal occupation of Dev Raj, the only son of Bishroop Sharma. As per vide order no 846-47/SQ/11 dated 16-07-2011, ACR Kishtwar (Collector Land Acquisition) after scrutinizing the case file of Tehsildar Kishtwar submitted in the office of ACR Kishtwar vide letter number 306/OQ Dated 23-06-2011, ACR found that the claims made by the Bishroop Sharma Son of Narsingh Dayal Resident of Panditgham Kishtwar regarding land measuring 6 Marlas under Khasara No. 492 as genuine and declared the possession of his son Dev Raj on the said piece of land as illegal. ACR Kishtwar further in his order directed Tehsildar Kishtwar to handover the possession of the said piece of land to the actual owner I.e. Bishroop Sharma. He also directed Tehsildar Kishtwar to take police assistant in case Dev Raj refuses to vacate the illegal possession of the said land. He also directed the Tehsildar Kishtwar to submit the compliance report to his office within 7 days from the date of issuance of this order. After receiving clear cut order from ACR Kishtwar, Tehsildar Kishtwar assigned the job to Halqa Girdawar and Patwari with the direction to handover the possession of the land to Bishroop Shamra. When contacted ACR Kishtwar Rajesh Kumar Shavan termed the decision based on facts and figure. He said that as and when the matter came to his notice through print and electronic media, beside the suffer approach his office personally, he directed the concerned Tehsildar to submit the case file in his office so that speedy justice could be delivered to the effected person who had lived more than 90 years of his life. He said that after going through the records and revenue documents, it was found that the claims of 94 year old Bishroop Shamra were genuine. He said that on the bases of the facts and the details available with the revenue office, he directed Tehsildar Kishtwar to handover the position of land in question to Bishroop Sharma. In a question regarding delay of 7 years in delivering the justice to 94 years old men, ACR Kishtwar said that he had no knowledge about the circumstances that leads to delay of 7 years in delivering the justice to the effected person, but he said one of the reasons is shortage of revenue staff. He said that due over flooded road projects works in hilly Kishtwar District under central sponsored scheme PMGSY, the work load on revenue department get further overburden. He said that despite availing the services of retire revenue officials; the department is still short of man power. He said even though he had directed his subordinate for speedy disposal of revenue cases. He said that he had issued special direction for speedy disposal of those cases where the victim age is either 65 years or more.
