| SP hits at government’s nonchalance to make panchayats powerful | | | EARLY TIMES REPORT Jammu, July 19: The J&K Samajwadi party, while reacting to the statement of Chief Minister Omar Abdullah, regarding holding of election to the local bodies units in the state between Sept. to Nov. 2011, has termed the same as a big joke with the Panchayat Raj Act as also the people of the state which openly tatamount to keep the Sarpanches & Panches, across the state, away from taking part in the field of planning, execution & monitoring of developmental works at the grass root level. As per release issued by the party, it is the duty of the Govt. to insure formation of Panchayats & taking of oaths within a month from the date of completion of elections, but the Govt as per its old practice for last 64 year, do not want to decentralize the power up to grass root level into the hands of public representatives’ duty elected by the public through democratic process & render its blue eyed legislator, bureaucrats ministers & politicians jobless. If at all, the released said, that if as per reliable information, the elections to about 165 Panchayat, have not been held in valley due to one reason or the other, the process of formation of block councils & judicial panchayats should be set in motion in Jammu province. But it appears that Govt. is not sincere in formation of constitutional institutions of block developmental councils, judicial Panchayats & district development boards at per with other states in the country. Under these circumstances how the Govt. claims that J&K state is integral part of the country if Indian laws are not extended fully in the state which are entirely in public interest, the release questioned? The release further demanded to amend the Panchayat Raj Act & make the 73rd & 74th the constitutional amendment applicable in the state failing which it will be presumed that the whole exercise of holding Panchayat election was purely aimed at obtaining & releasing the central funds in the name of Panchayats & diverting the same to their political agendas.
