Prompt public service vital in good governance: Omar

Srinagar, July 20:

Terming prompt delivery of public service as an important ingredient of good governance, Chief Minister Omar Abdullah Wednesday said that his focus is on creation of a dependable and up to the mark public service delivery system in the State where administration would be answerable for delay in service giving. “To move ahead on this count my Government has made time-bound public service delivery a legal binding on administration guaranteeing it to Aam Admi under a law recently enacted by the State legislature”, he said elaborating that the new Act would also help in a big way to crush the corruptions looking smaller in nature but having larger impact on public life.
Speaking to various deputations at his Public-Mulaqat here, the Chief Minister said that prompt and responsive administration is his Government’s priority. “We want hassle-free service delivery by the administration to the people on all fronts”, he said adding that erring officials on this front would be subjected to punishment and fine under Public Services Delivery Guarantee Act 2011.
The Chief Minister said that the new Act would largely remove the general complaints of people about delays and corrupt practices involved in the process of obtaining ration cards, driving licenses, water and electricity connections, revenue papers, registration of vehicles, no objection certificates, and similar other services.
Omar Abdullah said that establishment of panchayat raj and urban local bodies would also help to reduce mal-practices and enhance the monitoring on execution of development works and financial expenditures.
Chief Minister told the delegation of faculty members of Sher-i-Kashmir Agriculture University that his Government has flagged development of Agriculture and allied sectors as priority concern in the policy plan. “While we are working to boost agriculture production and achieve self sufficiency in this sector, we want the regular transfer of technology from lab to land to move forward in this direction. He said that the demands of the faculty would be looked into sympathetically.
To the deputations from the border areas of Karnah, Keran, Lolab and Kupwara, the Chief Minister said that the upliftment of these areas is being planned on priority. He said the rehabilitation of dislocated families at borders would also be given due consideration. He told the deputations that their genuine demands for upgradation of basic amenities and other facilities would be looked into for redressel.
