How long will NC-Congress marriage of compulsion last? | | | Early Times Report JAMMU, July 20: What binds the Congress with the National Conference in Jammu and Kashmir ?The lure of power and the lust for running the Government.Nothing beyond this.If the two have managed to move together on a cobbled path it is because of the support the alliance with the National Conference gets from the Congress high comman,particularly from the AICC general secretary, Rahul Gandhi. It is uneasy calm in the Congress-NC tie-up.The state unit of the Congress is a patient spectator of the big brotherly role being adopted by the National Confer ence leadership and the latter seem to be in a helpless position,tolerating occasional barbs from the Congress,because it does not want to create a situation which could motivate the Congress to join hands with the PDP for the formation of the Government. The NC leadership has one satisfaction.It believes that the Congress leadership in Delhi has not yet forgotten the role the PDP played during the 2008 Amarnath land row.In fact this very role had forced the Congress to opt for an alliance with the National Conference though Ghulam Nabi Azad had played a pivotal role in the revival of the NC-Congress alliance. The leadership of the state unit of the Congress is unhappy over the Chief Minister's procrastination on he expansion of the council of ministers. There are more than three vacancies in the ministry and out of that two vacancies are to be filled with congress legislators.The Congress is unhappy over the distribution of new colleges as it does not want various important belts to be neglected. Another irritation for the Congress is that the NC leadership in general and the Chief Minister in particular do not think it necessary to consult in advance the Congress leadership while deciding on the names of chairman and members of the State Accountability Committee.One Congress leader said that the Chief Minister has decided to discuss the matter with the Congress after the probable names were leaked out deliberately to cause bigger irritation to its partner.It was because of the intervention of the PCC Chief,Saif-ud-Din Soz,that the NC leadership has agreed to discuss the probable names in the coordination committee. Yet another irritation for the Congress is that key portfolios have been kept in the hands of the National Conference Ministers.Even after G.M. Saroori,belonging to the Congress,was asked to quit the cabinet the portfolio of PWD ,held by him,was not given to any congress minister but it was kept in the hands of the Chief Minister. When Omar Abdullah kept the PWD portfolio with him it was believed that it was a temporary arrangement.The Congress leaders had hoped that after Saroori's replacement was found the PWD portfolio would go in the hands of a Congress Minister.But it did not happen despite the passage of over 11 months. The state unit of the Congress feels a bit confused because of the dual leadership in the National Confere nce.On one hand Omar Abdullah is seen calling the shots on the other hand Farooq Abdullah continues to interfere in the coalition politics.It has been seen that in the reshuffle and postings of senior beaurocrats and other officers Farooq plays an important role leaving the Congress high and dry. For the Congress the areas of its inflence in the Jammu region has started shrinking as a result of extraneous statements made by the Chief Minister regarding the state's accession with India.His statements on the rehabilitation of those militants who were willing to return from Pakistan occupied Kashmir after abandoning the culture of gun is as irritating to the Congress in Jammu as a red rag to the bull. The NC leadership too is not quite comfortable with the attitude of some of the Congress ministers.In case of filling some vacant posts a couple of congress ministers are said to be favouring their blue eyed boys at the cost of merit and experience. The state unit of the Congress is also unhappy with the NC leadership over the way it has been trying to lure senior congressmen in the NC.Not only this.The Congress would have felt elated had Omar Abdullah initiated some measures for ending regional discrimination.He has not done it and it can cost the Congress much as it is committed to removing prolonged discrimination of the region of Jammu. The state unit of the Congress is equally unhappy with the machinations of the NC which has resulted in facilitating more jobs for the educated youths belonging to the Kashmir valley than from the Jammu region.How long will this marriage of compulsion last ?It depends only on the policy to be adopted by the Congress high command because the alliance is neither bases on conviction,nor convenience nor cooperation. |
