Need for a fresh census on destitute and orphans in J&K | | | EARLY TIMES REPORT Jammu, July 21: In the absence of any fresh census on the number of widows, destitutes, half widows, whose husbands have disappeared, and orphans these people lead a miserable life as they have not yet been covered under various Government welfare schemes. Informed sources said that no doubt the Government has announced increase in the grant of monetary assistance to widows, destitutes and orphans, all of them have not been receiving Government aid. Sources said that during the last five years Government agencies besides the Department of Social Welfare have been making commitments on carrying out a fresh census for determining the exact number of destitutes, widows and orphans. The Government of India and several national level organisations have been providing financial support to the state Government and other agencies for enhancing the level of rehabilitation of these destitutes. And if the state Government finalises the figures on the number of destitutes the quantum of aid from the centre could increase. Those connected with the welfare of orphans, the product of 20-year long militancy, are critical of the meagre financial aid being provided to half a dozen orphanages that have enrolled several hundred orphans in the orphanages. The Government has simply issued several guidelines to these orphanages and in the absence of suitable financial assistance the orphans have not been able to enjoy their stay in the institutions. They said that the orphanages run by the Army were managed in a better way than those run in the private or Government sector. They have requested the state Government to increase the aid quantum instead of framing guidelines.(KIP)
