Govt not interested in delegating powers at grass root level: Mufti | “Governance deficit main reason of peoples’ alienation” | | EARLY TIMES REPORT KULGAM, July 21: Questioning intention of the National Conference (NC) led government to decentralize power at grass root level, former Chief Minister and patron of the Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today said that indifferent attitude to give powers to the Panchayats and inordinate delay in conducting civic bodies election reflects dictatorial mindset of the present dispensation.
“With its assiduous efforts the PDP had restored peoples’ faith in the democracy but the present government headed by NC is brazenly trying to undermine the democratic institutions”, Sayeed said while addressing an impressive public meeting at Kulgam. He recalled his meeting with the then Prime Minister Atal Behari Vajpayee in which he had impressed on the need of reviving peoples’ faith in the democracy by ensuring free and fair elections in the State
“Democracy is the best way to address aspirations to the people and to involve people in the governance”, he remarked but regretted that successive NC regimes in the state have never allowed the democracy to flourish in this region. “Formation of PDP on July 28, 1999 was the turning point in the political history of Jammu and Kashmir because this party has emerged as alternative of NC”, he said.
The former Chief Minister expressed his serious concern over lacklustre approach being adopted by the government to give powers to the newly elected Panchayats. “Government giving one after another excuse to delay civic bodies elections which were due in January 2010”, he said and recalled that it was during PDP-Congress regime that civic bodies elections were held after a gap of 25 years.
Pointing towards rampant corruption in the state, Sayeed observed that governance deficit was the main reason of increasing alienation of the people.
Reiterating resolve of his party to restore lasting peace in the state, he said that previous PDP-Congress regime had created an atmosphere of trust and confidence in the State.
He pointed out that despite being just 16 members in the Assembly the PDP, through its conviction and sincerity, had facilitated peace and reconciliation process which positively transformed the political discourse not only within the State, but throughout the country.
Deputy Speaker of the Assembly Sartaj Madni, former Ministers Abdul Aziz Zarger, and Abdul Gaffar Sofi besides others also addressed the meeting.
