Accountability, deliverance mandatory for discipline: Rajendra | 2-day workshop on departmental inquiries begins | | EARLY TIMES REPORT SRINAGAR, July 21: In order to equip the officers of Jammu and Kashmir Armed and IR Police with proper knowledge of procedure and disposal of departmental enquiries, a 2-day workshop on “procedure of departmental enquiries” for the officers of Armed Range Kashmir was inaugurated by Additional Director General of Police (ADGP), Armed/Law & Order, K Rajenda Kumar at Armed Police Headquarters this morning. In his inaugural address, Rajendra said that the workshop is aimed at achieving desirable results in enforcing the accountability, efficiency, discipline and deliverance in the entire force with regard to departmental enquiries.
He said that the departmental enquiry is an effective tool to correct the delinquencies in the department and the proper procedure is laid down within the department to weed out the erring officials and develop discipline.
Stressing upon the participants to adopt the laid down procedure while conducting departmental enquiries, the ADGP said that improper implementation of the procedure helps to take enquiries to logical conclusion. He disclosed that the enquiry officers are vested with the sufficient powers to alter the behaviour of erring officials creating indiscipline in the department and emphasised upon following transparent procedures while awarding punishments and rewards.
The Deputy Inspector General of Police (Trainings), Armed Police Headquarters, Abdul Qayoom Manhas, who chaired the first day session of the workshop highlighted the need to have adequate knowledge of procedures for conducting the departmental enquiries to ensure time bound disposal of the cases. He said that such workshops would be organized at Jammu also. He emphasised upon the participants to share their experiences during the deliberations in the workshop.On the occasion, the Deputy Director (Prosecution), Armed Police, Mufti Javaid Ahmed Faroqui gave a detailed power point presentation on the procedure in departmental enquiries and gave an account of relevant case studies in accordance with the rules.
He also said that in various cases the court has agreed with the decisions of officers who had conducted the enquiries in accordance with the laid down procedure.
