Militants trying to regroup in Kashmir | | | Notwithstanding the fact that militancy related activities and incidents of violence in Jammu and Kashmir have shown a marked downward curve during the last six months,security forces,especially the Army,have not shed their worries over the possible increase in the level of subversive violence and infiltration of militants from across the LOC.Even the GOC 15 Corps,Lt.Gen S.A.Husnain,has indicated that militants may try to infiltrate into Jammu and Kashmir in the near future.Hardly a month ago he was optimistic about incident free border scene in Kashmir on the plea that since the troops,guarding the LOC,had foiled eight infiltration bids militants were not ready to take any risk by attempting at crossing into Kashmir.Husnain has a reason to feel worried over the possible increase in infiltr ation bids.To him the backbone of the dreaded Lashka-i-Toiba outfit has been broken after a number of its commanders had been eliminated. Husnain believes that the killing of five top Lashkar activists in Lolab in north Kashmir in a recent encounter with the security forces had given a major setback to the outfit.Hence the Lashkar handlers across th LOC were in search of an opportunity for pushing groups of LeT militants into the Kashmir valley.Number of militants had lost their lives in the offensive launched by the security forces not only in various parts of the valley but in the districts ofDoda,Kishtwar,Udhampur,Reasi,Poonch and Rajouri in recent weeks.The increased rate in the elimination of senior militants has caused a bit of confusion among the rebel outfits.These outfits seem to be leaderless and hence having been forced to lie low till battle hardened terrorists took over after they crossed into Jammu and Kashmir.Hence troops have been told to upgrade the security apparatus on the LOC and on the International Border. No doubt Washington has conveyed to Islamabad that it should initiate measures so that the soil of Pakistan was not used for exporting terror to India the establishment in Pakistan seems to be helpless because of the machinations of the Army,the ISI and the extremists.These groups run a parallel Government.Hence whatever assurances the establishment in Islamabad give to New Delhi and Washington seem to be meaningless.In fact these very agencies have been creating hurdles in the plan of the two sides on reducing the trust deficit.Yes,the latest statement of Pakistan foreign Minister,Hinna Rabbani,favouring uninterrupted bilateral dialogue should have been welcomed but keeping in view the past record of Pakistan one is pessimistic about the success of the upcoming foreign Ministry level talks.It seems that Islamabad may be motivated to initiate firm measurs against terrorists only when it comes under pressure from New Delhi and Washington.This calls for sustained and bigger cooperation between New Delhi and Washington as far as war against terror was concerned.Till then there is no harm in engaging Pakistan in sustained dialogue which may help the two sides to reduce the trust deficit
