Migrant edu employees deprived of HRA, CCA arrears, Deptt withholds payment of Rs 6 cr | | | Early Times Report JAMMU, July 21: There is a brewing resentment among the migrant education employees for the delaying tactics of Government in releasing the arrears of HRA and CCA in their favour. Despite State government earmarking Rs six crore for the purpose the displaced employees of Education Department have not been paid the arrears till date. According to sources the said amount has been kept withheld by the Government and migrant cell of the Department has been asked not to pay arrears to the employees till further orders. This decision of the Government has generated a lot of resentment among the displaced employees of Education Department. According to RN Raina a veteran trade unionist and former president Migrant Teachers Welfare Association the Government issued orders for the release of arrears in favour of the displaced employees of Education Department and other departments after a long struggle by the Association. He said it was only after State High Court and Apex Court of the Country gave their decision in favour of the aggrieved migrant teachers the Government issued an order for release of the HRA and CCA in favour of the migrant employees of the Education Department. However, the arrears were not released till date despite sanction of Rs six crore by Government for the purpose. Raina said some aggrieved teachers retired during last two decades while others died in this period. There were 500 teachers as party who filed the case in the court and they are still without any benefit. The same were the views of P L Kaul Badgami another veteran trade unionist and former general secretary of J&K Teachers front who accused the government of ignoring the retired migrant employees of the Department altogether. Instead of given preference in releasing arrears in favour of the families of the employees who died over the years or who attained superannuation, the Government was ignoring them altogether. Badgami said the Government has always adopted a rigid approach towards the displaced employees. In the case of teachers who were promoted as masters the Government failed to keep its word. These teachers who were posted in Kashmir Valley on promotion when showed their reluctance to join new place of posting in Valley due to abnormal situation in Kashmir were promised by the then Chief Minister, Dr Farooq Abdullah that they will be posted at suitable places instead of Kashmir Valley but after these employees were deprived of their promotions and Dr Abdullah never kept his word. Meanwhile the touts have started fleecing the displaced employees of the department demanding hefty amount from them for payment of arrears. According to sources these touts have collected thousands of rupees from the displaced employees on the name of payment of arrears. Taking serious exception to it a sizeable number of displaced teachers have also sought the attention of the higher ups in the Education Department towards the matter. |
