| SHRC recommends Rs 2 lakh ex gratia to family of civilian killed in police custody | | | Srinagar, Nov 28 The State Human Rights Commission here on Tuesday recommended the grant of an exgratia relief of Rs 2 lakhs to the family of a civilian killed in police custody in the year 1998 and improvement in the basic facilities at District Hospital Kishtwar. Talking to KNS, Secretary SHRC G.N.Wani said the case regarding file no: 133 of 1998 came up for hearing before the division bench of the commission comprising Justice H.U.Bhat and B.N Tingloo. The case was filed by CPI (M) MLA, M.Y.Tarigami on behalf of Zenab Akhter W/O Late Gh Mohi-ud-Din Lone R/O Shooch Kulgam on 28-09-2006. The division bench recommended the grant of exgratia relief to the family of late Gh Nabi,who, according to,G.N.Wani, was not treated properly while in police custody. The deceased Gh Mohi-ud-Din was arrested during a raid on his house on July 3,1998 and was killed in custody later. The authorities concerned have already directed police to probe the matter. One more case filed by one Tariq Parvez Bhat R/O Kishtwar on 27-09-2006 also came up for hearing before the commission during which the Commission recommended the appointment of professional staff and improvement in basic facilities at District Hospital Kishtwar. The commission has said in its recommendations that better medicare facilities are considered basic right of the people under section 21 of the constitution.
