While one Doda MLA played host to ultra tasked to eliminate Azad, another shifted wounded militant in car to Jammu for treatment | | | Bharat Bhushan EARLY TIMES REPORT JAMMU, July 21: Two Congress MLAs of the erstwhile Doda district are under the scanner of state and central agencies for their alleged links with militants. Allegations against them are of very serious nature but the government and its coalition partner Congress, who are said to be in possession of documents detailing their alleged pro-militant activities incident by incident, have so far preferred not to air their concern in this regard in public. But why? What stops chief minister Omar Abdullah, who also heads home department, to move against them? Does he feel it will amount to annoying "big brother" Congress at the Centre? Or does he feel an action, or even ordering a probe into the alleged conduct of the two MLAs, both ex-ministers, can become the reason of arch rival PDP's tirade against NC? PDP, however, has its own political compulsions and may not like to exploit the issue for its advantage as it enjoyed power for three years in the previous coalition government with Congress blessings. However, had it been NC MLAs, the situation could have been altogether different. So, Omar can breathe easy in this case at least. But in all seriousness, a probe by a sitting, or a retired high court judge, or by an independent agency was must to get to the bottom of the allegations against the two Congress leaders. Such steps by a government surely lead to the cementing of its credibility. A detailed report on the MLA, who was alleged to have given shelter to an ultra, was carried on front page of Early Times in its April 28, 2011, issue under the caption: "Congress MLA played host to LeT ultra who later conspired to assassinate Azad". Now, another Doda MLA is faced with serious allegations of links with Hizbul Mujahideen (HM). "He has a strong central lobby on his back and it will be possible to move against him only if there is a political will," a senior police officer said. According to an FIR lodged against him and others in a police station of the "undivided" Doda district, they were booked on January 31, 2000, under section 213 of unlawful activities act, section 212 of RPC and section 7/27 of arms act. Details of why these sections were slapped on him and others are scripted in the police FIR, a copy of which was in possession of Early Times. The FIR said HM's Imitiaz Ahmad alias Mansoor of Kishtwar sustained a bullet wound in his foot in a gunbattle with security forces in the same area in 2000. Mansoor was in police records a die-hard HM militant and strategic planner. While forces hunted for him in the Kishtwar woods after he got wounded, he allegedly hid in the contractor-turned-Congress leader's house in the area. The officer alleged that instead of handing him over to police, the Congress leader and his PSOs "escorted" him to Jammu in a car whose registration number was too mentioned in the FIR. The FIR said the Congress leader had shifted the injured HM militant to Jammu for his medical treatment. There are dozens of police and army nakas on the 250 km Doda-Jammu road but his car was not subjected to checking at any of these points as all knew him personally as a senior Congress leader and he always moved with the PSOs alloted to him by the government for his "protection" from militants. Before leaving for Jammu, Imitiaz had kept his AK-56 rifle, its magazine, a wireless set and one handgrenade in the custody of a sympathiser at Ramli. The officer said instead of helping security personnel for his capture, the Congress leader allegedly chose to help the injured ultra and did not think for a while about the valiant jawans and officers who had sacrificed their lives fighting militants. The Kishtwar police had also later seized an Urdu letter of "Mujahideen Lashkar-e-Taiba, Jammu and Kashmir," which was addressed to the Congress leader by the outfit's commanders -- Abu Ayub and Abu Abdullah. Its English translation is: "Aslam Wale Cum. Due to your prayers and with the blessings of Allah, we all are safe and sound. We are always thankful to you that you have come to our rescue whenever we faced some difficulty. You helped us and our organisation is making progress only due to the kind people like you. Allah will reward you for your this act of kindness. Obeying your orders, we have eliminated .............. who had become headache for you and all of us. But we committed a mistake that we did all this when you were on a tour of the area. It, however, does not matter much as he has been attacked so many times by SOG and .............. had apprehended that SOG might eliminate him physically. So when he goes to hell, his death would be attributed to SOG." On April 17, 2004, a PSO of the leader and another person were arrested by police near Thathri, Kishtwar, along with 3 kg brown sugar worth crores in the international market. Even as the involvement of several people was suspected in the narco-smuggling racket, this case too had not made any headway. The police were alleged to have not worked on the information, made available to them by the arrested PSO during his interrogation, to reach the real culprits. The state is already considered as a safe transit point for narco-smugglers bringing the contraband from across the borders. A drug trail had over an year back led Mumbai police to J&K after six persons, including a man from Kashmir, were arrested by them in the suburban Jogeshwari area of the film city. Theywere travelling in a Honda City car from which 39.30 kg charas was found. The officer felt that a detailed interrogation of the PSO and a probe into his revelations could have led the investigating agency to the international drug mafia.
