CU issue:stop Jammu rivers to be set on fire | | | Instead of looking into the problems, the state Government, as usual,orders a crackdown on groups of students protesting against inordinate delay in the setting up of the central university in Jammu. Scores of protesters and some policemen were injured in clashes on Friday. Instead of trying to review the issues involved the ruling coalition possibly wants to maintain peace over broken heads and legs of protesting students, employees and teachers. The central Government sanctioned central universities for various states and in some states two sessions in others one academic session have been completed. Even in the Kashmir valley the Central University project has started registering progress, though slow.But it is only in Jammu that the project is nowhere in sight. Neither the construction work has been started nor the faculty members appointed. And this delay is simply the result of failure on the part of the Government of India,in general and the Ministry of Human Resources in particular to appoint a vice-chancellor. No doubt the state Government has no role in selecting and later appointing the vicechancellor it could have mounted sustained pressure on the centre for selecting one for the post of vicechancellor of the central university.It should have prevailed on the Minister for Human Resources for the task in the same way the state Chief Minister has been pleading with the centre for additional funds and grants and additional plan and non-plan assistance from the Planning Commission and the Union Finance Ministry.No doubt criticism of those campaigning for a Jammuite to occupy the chair of central University vicechancellor being tenable the centre should have gone with its decision on selecting and appointing the vicechancellor.Yes,the Human Resources Ministry could suggest to the selection committee to first find out whether a Jammuite has requisite merit, experience and stature to head the central university.It has not been done and the way the centre has raised the level of suspense over the issue many are forced to smell a rat. Those who have been campaigning for a Jammuite to head the central university presumably ignore that two other universities, the university of Jammu and the SKUAST(J) are headed by non-local academicians. If it has been allowed why should not the campaigners allow a non-local to head the central university? Possibly these campaigners should realise that the delay in setting up the central university is the result of their campaign.But the unfortunate part of the story pertains to the failure of the state Government to submit a panel of names of local academicians to the centre for the vicechancellor's post.And if the state Government fails or has failed to find out a jammuite who is suitable for occupying the vicechancellor's chair it should convey it to the campaigners without any fear.Or let it suggest to the campaigners to submit a panel of names for the consideration of the central Government. But the state Government does not seem to be in a hurry. It does not think the issue requires as urgent an attention as rehabilitation policy of militants requires. If stone pelting has taken birth in Jammu it does not seem to have unnerved the state Government because the Kashmir centric ruling coalition is keen to ensure peace in the valley .This is a mistake, rather a blunder, which had rattled the state Government during 2008 agitation over the revocation of the order under which land was diver ted to the Amarnath Shrine Board.The Government conceded the demand of the Jammuites when the Chenab and Tawi were set on fire.Does the Government await setting Jammu rivers on fire again?
