Patience of poor employees may be at an end | Government Of Arrogance | | Neha EARLY TIMES REPORT JAMMU, July 24: Who says democracy means government of the people, by the people and for the people? This definition is not applicable to India. In India, democracy basically means government of legislators/bureaucrats, government of legislators/bureaucrats and government for legislators/bureaucrats. In other words, we have a system of governance in the country that has no place whatever in its scheme of things. Their only duty is to pay taxes on everything they purchase and suffer to ensure that our law-makers and law-executors and their families lead a luxurious life. They are not concerned with the people who elect their so-called representatives. Least concerned. It is difficult to that there is a single state in the country where the people matter to an extent or where the people are considered the chief determinant. Jammu and Kashmir is also an integral part of the rotten, out-dated, arrogant, corrupt and insensitive system of governance. In fact, the situation in Jammu and Kashmir is much worse. It's no wonder then that the transparency International India, a NGO of repute, has dismissed Jammu and Kashmir as the second most corrupt state in India. Everyone knows what corruption means to him/her in this part of the state. But more than that, those at the helm have turned arrogant and insensitive. Not just insensitive. They have turned highly oppressive. The situation has climaxed to the point that they arrogantly refuse to take cognizance of the just and rational demands of the poor employees and this arrogance and insensitivity despite the fact that it has become impossible to survive. The price situation in India, including its Jammu and Kashmir, is such. Those at the helm do not take note of the fact that their indifferent and negative attitude towards the employees adversely impact the functioning of the government and give rise to a situation where those feeling helpless take recourse to corrupt practices, thus adding to the sufferings of the already suffering people. It needs to be underlined that the poor employees have been struggling for the last more than four years to obtain what is their legitimate due: sixth pay commission arrears. They are not demanding something that is not due to them. Instead of adopting a humane approach towards the problem facing these hapless and poor employees, those at the helm and the committed bureaucracy with the help of its oppressive law and order machinery unleashed a reign of senseless brutalities on the agitating employees. Employees have been forced to agitate because those at the helm have failed to keep any of the promises they made. What the insensitive and cruel government did to the protesting unarmed employees only the other day at Srinagar is a typical example of insensitivity. The official attitude of towards the employees is even more inhumane. There is no doubt most of the pensioners would die without getting their arrears. As mentioned, our democracy means government of legislators, by legislators and for legislators. As a result, they are exploiting this democracy to the hilt and living like Maharajas and Rajas fully protected. No accountability. No responsibility. No transparency. Only arrogance. Only loot and plunder of the taxpayers' money. They can enhance their salaries anytime and no discussion. They enhanced their salaries manifold only recently and at a time when the employees were already on the roads urging them to release their arrears. Those at the had enough money in the exchequer for the so-called law-makers but they raised their hands when it came to meeting the petty demands of the starving employees saying they had no money. Where has the money gone? New Delhi pumps into the state millions and millions of crores of rupees every year. New Delhi did the same this year. It gave more than what the Chief Minister and Finance Minister demanded. In fact, both praised New Delhi for its gesture. Where has this money gone? It is indeed unfortunate that the government and the ruling clique have broken all barriers by resorting to cane-charge and using water cannons, making arrests of employees and causing injuries to scores of employees. The employees' associations are right when they say that "the State Government wants to suppress the employees' agitation by using brutal force and that it seems to be non-committal on release of 6th Pay Commission arrears of the employees. The decision of the Joint Consultative Committee (JCC) to observe two-day state-wide strike (Kam Chhod Hartal) on August 5 and 6 needs to be viewed in this context. It needs to be noted that the plight of the employees was never so miserable as it has been since January 5, when the NC-Congress coalition assumed power. |
