Less allocation of funds for Chenab Valley, alleges Cong | Lal Singh, Saroori, Naresh boycott DDB meet at Kishtwar | | EARLY TIMES REPORT KISHTWAR, July 25: In its first leg of District Development Board meeting of Chenab region at Kishtwar, Congress MP Lal Singh, MLA Inderwal Ghulam Mohammad Saroori and MLC Naresh Gupta today skipped the District Development Board meeting at Kishtwar in protest against the alleged less allocation of funds for Chenab valley. The Chenab Valley region is mostly dominated by Congress having 5 MLAs out of 6 assembly seats of Doda, Kishtwar and Ramban districts. When contacted MLC Naresh Gupta said that he feels happy for allocation of sufficient amount of funds for Rajouri, Poonch and Anantnag Districts and said that three District of Chenab region viz Doda, Kishtwar and Ramban are more backward districts than Rajouri, Poonch and Anantnag. Gupta said that he had hoped for more funds for Chenab region than any other district of the state. Meanwhile, the board meeting, which was chaired by Minister for Higher Education, Abdul Gani Malik, also witnessed sharp criticism of the government by PDP MLC Sayed Asgar Ali. While speaking on the occasion, PDP MLC slammed the government over less allocation of funds for Kishtwar District. He said Chief Minister Omar Abdullah despite knowing the facts that Kishtwar District is economically most backward District in the state of Jammu and Kashmir, turned blind eye towards Kishtwar while allocating funds for the year 2011-12. He said that he hoped Chief Minister Omar Abdullah will personally look into the matter and review the budget allocation of Kishtwar district during allocation of grant of additionality. Ali raised several public related issues including Agriculture, PHE, CAPD, Education and roads. He informed the Chairman regarding embezzlement of CAPD ration in Marwah Tehsil of Kishtwar District and demanded through probe into the ration scandal of Marwah worth corers of rupees. Asgar Ali informed the DDB Chairman that the said employee who were hand in glove with other officers of education department fraudulently withdrawn more than Rs 9 crore as monthly pay on account of those teachers who were never posted in the area. Earlier, in his welcome address, Deputy Commissioner Kishtwar Mohammad Hussain Malik briefed the Chairman about various ongoing and proposed developmental programmes. He informed the DDB that Rs 8964.48 lacs budget is earmarked for the year 2011-12 under MGNREGA. He also presents the detail chart of funds reserved for various departments for the year 2011-12. Out of 7724.49 lacs annual budget for the year 2011-12 for Kishtwar District, Rs 2448.58 lacs were earmarked as Revenue component and Rs. 4275.91 lakhs as capital component. Chairman DDB Abdul Gani Malik appreciated the role of District Administration for successful conduct of Panchayat election and advised various District Officers to involve newly elected representatives in various developmental activities, so that developmenta l will at grass root level. MLA Kishtwar Sajjad Ahmed Kichloo during his address also raised demand for enhancement of budget allocation. Kichloo while advocating the enhancement of budget said that keeping in view of topography of the Kishtwar District, the allocated funds are not sufficient for overall development of the area. During the DDB meet two resolutions were also passed regarding construction of road from Mughal Maidan to Girean at an estimated cost of Rs. 635 lacs for which the adequate funds will be provided during current financial year. It was also decided that funds will be provided on top priority for construction of approached road to proposed site for polytechnic college and Kishtwar bypass road. Beside various heads of the state government departments, Minister of State for Cooperative Dr. Manohar Lal Sharma, who is Vice Chairman DDB Kishtwar, also attended the meeting.
