Message for Pakistan from Thimpu

The upcoming talks between the Foreign Ministers of India and Pakistan are likely to be held under the shadow of the arrest of Ghulam Nabi Fai,head of the Kashmir American Council(KAC),on charge of being an ISI agent to influnce international policy on Kashmir.In fact the Indian Home Minister,P.Chidambaram's remarks, which he made in his address to the fourth meeting of the SAARC Home Ministers in Bhutan seem to have unfolded the nature of India's stand during the talks between S.M.Krishna and Hinna Rabbani Khar.
Chidambaram referred to the role the non-state actors in Pakistan were playing for upgrading the terror infrastructure in the world, especially in India. He had in his mind the nexus between Fai and the ISI that had tried to influence the US policy on Kashmir. In a veiled attack on Pakistan, Chidambaram said that no country can escape its responsibility by blaming non-state actors for terror activities emanating from its soil.As long as the territory of a country is used by non-state actors to prepare for terror attacks, that country owes a legal and moral responsibility to its neighbors and to the world to suppress those non-state actors and bring them to justice.
"Sometimes, I think that the distinction between state actors and non-state actors is misplaced and intended to misdirect our efforts to deal with terrorist groups at the very source - the recruitment centres, the training camps and their safe havens and sanctuaries," he has stated. In reality India is worried over the way terrorism has become the biggest challenge in South Asia which calls for greater cooperation among the.SAARC nations to end the menace of terrorism India is not wrong when it finds no alternative but to deploy the best instruments and resources at the disposal of SAARC nations in their fight against terrorism.
The Indian Home Minister has an important message for the SAARC nations in general and Pakistan in particular when he emphasised the need for examining the existing mechanisms for countering terrorism, drug trafficking, trafficking in human beings, arms smuggling and counterfeiting, including organised production and distribution of fake Indian currency notes.He has cautioned the SAARC nations against emerging trends which have made South Asia perhaps the most troubled and vulnerable region in the world as the vast majority of terrorist incidents this year - as well as last year - occurred there. India does not want to hide its chagrin over the way militant groups in this region have flourished because of the support they have found from state and non-state actors which means the moal and material support terrorists have been getting from official and non-official agencies in Pakistaan.It is strange that despite series of terrorist strikes in Pakistan, in which scores of people and security personnel lost their lives in recent months,Islamabad is yet to initiate adequate counter terrorim measures. Hence time has come Pakistan to pay a heed to the Indian message from Thimpu so that it acts before it gets late.
