Madhav Lal Committe to deprive panchayats off its powers: Nirmal | | | EARLY TIMES REPORT Jammu, July 25: The cat has come out of bag and the slogan of NC-Congress coalition to empower the panchayats has dashed to the ground.
This was stated by BJP national executive member & former state president Nirmal Singh while addressing press conference alongwith BJP Panchayati Raj cell covenor Baldev Singh Biloria at party hqrs on Monday.
Nirmal Singh said that the state Chief Minister utters slogans of empowerment of panchayats and make them part of the development but the ground realities are entirely different. The recommendation of the Madav Lal committee speaks the intentions of this coalition.
He said that Omar Abdullah led coalition had appointed Chief Secretary Madav Lal to look into the ways and means to amend the state’s panchayati raj act and what he suggested was that “no amendments desired at this stage”, which should leave no one in any doubt that the intentions of the government are doubtful and it does not want the
panchayats to be fully empowered.
Singh said that the 73rd amendment of the Indian constitution has been implemented in every state of the country except Jammu & Kashmir. The recently held panchayat elections conducted without the amendment Congress which claims to be a national political party and brought amendments in the Indian constitution during the Prime
Ministership of P.V. Narsimha Rao, is least bothered to implement its decision in the J&K.
Without empowerment of the local bodies all the regions of the state including Kashmir are deprived of democratic rights and this is also one of the factors contributing to militancy in Kashmir valley.
Condemning the brutal lathi-charge on the students in Jammu, Nirmal Singh said that the Kashmiri leadership hatched a conspiracy to neglect the Jammu. It is unfortunate that the Congress ministers, MLAs and leaders have adopted a stoic silence for the sake of chair.
He said that the BJP reiterates its full support for setting up of Central University in Jammu and appointment of its Vice-chancellor without losing a second.
