Madhav Lal panel report on empowering Panchayats subimtted to cabinet | Who leaked some 'recommendations' before its official release? | | Early Times Report Jammu, July 25: Even as the report of the panel headed by Chief Secretary Madhav Lal on empowerment of newly elected Panchayats has not been officially released, it has created furor in the political circles with speculative statements that the committee has recommended no amendments in law were 'required and desired' in the J&K state at least for next five years.The committee has submitted its report to the cabinet and the latter has sought some time to 'study' it completely. The question remains if the report has not been made public as yet, who has leaked it and with what motive at a time when all the political parties including even the government is committing hard on empowering the Panchayats ?The Committee led by the Chief Secretary Madhav Lal was set up after the Panchayat polls were completed last month by the government to examine the manner and ways that would ensure empowering the newly elected democratic units at the ground level which have come into being after over two decades. The panel took its time to do the job and finally it submitted the report to NC led coalition government which placed it before the cabinet to discuss the recommendations panel has made. However, the cabinet ministers both from Congress and NC are believed to have sought time for studying it before they could give the opinions on the suggestions. Sources however, said this was only to buy time as most of the recommendations, which are vital and significant did come up during the last meeting and seeking more time was seen only as further delaying and pushing ahead the matter before this report was released official, though on other hand it is the Chief Minister who reassured that Panchayats would be empowered in the state as desired by all political parties. Be that as it may, the point is question is that if the report is still under the purview of teh cabinet , how could certain portions be leaked and who has leaked it selectively , which has apparently evoked strong reactions from the opposition, BJP being the first party not only to react and reassert on its critical comments that panel has not favored incorporating 73rd amendment in the state, the basic thing which ensures delegation of full powers to the Panchayats. According to BJP, the Madhav Lal Panel has recommended primarily that 'no amendments were desired in the state at this stage........'. Therefore making it amply clear that coalition government will not go in for any such amendments and go ahead with its empowerment commitment with whatever it has envisaged earlier for the three tier system of Panchayati Raj in the state. Be that as it may The government may adopt and implementations or consider few or all before making Panhayats functional. In other words Chief Secretary panel may well have recommended this, which in a way suits the ruling dispensation in more than one way. But how it has come out much before the cabinet view point and approval is the point political circles both ruling allies as well opposition must ask.
