Pak VIP invitation helps Kashmiri separatists regain lost ground | | | EARLY TIMES REPORT Jammu, July 26: Whenever any VVIP from Islamabad visits New Delhi the first thing on their itinerary is an interaction with the Kashmiri separatists. It has been happening when Pervez Musharraf was in Power. It has happened when Pakistan's foreign or interior Ministers have visited New Delhi. Either these separatists are invited to tea or to dinner by the visiting dignitary from Pakistan. Invariably the successive Pakistan High Commissioners have played host to Kashmiri separatists and the interaction between the Kashmir leaders, who are on the other side of the fence, and the VVIPs from Pakistan is usually held in the premises of Pakistan High commission. And true to its tradition Pakistan High Commission in New Delhi arranged a meeting between the Foreign Minister, Hina Rabbani Khar,and some Kashmiri separatist leaders soon after the petite and amiable Khar landed in the Indian capital city on Tuesday. Why such interactions seem to have become a mandatory process in the ongoing conflict between New Delhi and Islamabad? Political analysts speak of a number of reasons for such practices. First, the VVIP from Islamabad prefers to have the first hand account of not only the situation in Kashmir but of the aspirations and urges of people in the valley before the start of the bilateral dialogue. Possibly the VVIPS from Islamabad believe that opinion given by the separatists could help them in forcing the Indian official delegation on the defensive. Scondly, by inviting Kashmiri separatists to meetings with VVIP from Islamabad, Pakistan aims at displaying its support to the cause and campaign launched by the separatists. Thirdly, by keeping the doors of the Pakistan High Commission open for people like Molvi Umar Farooq and his colleagues in the APHC, Syed Ali Shah Geelani and his party colleagues, JKLF leaders and others Islamabad aims at gving legitimacy to the claim of the separatists that they represent the aspirations of people of Jammu and Kashmir. If anybody has doubt about it one should refer to a statement made by Pervez Musharraf, when he was in power in Pakistan, in which he had said that the APHC leaders were genuine representatives of people of Kashmir. This statement had angered Syed Ali Shah Geelani who had fallen out with Musharraf after he felt that Gen. Pervez was more interested in trade and travel than the resolution of the Kashmir issue. Political observers in Srinagar believe that invitation to the separatists by VIPs from Pakistan acts as tonic for people like Umar, Geelani, Malik and others. If in between they feel some sort of erosion in their strength an interaction with a senior leader from Islamabad allows them to get a chance to regain the lost ground. And it is this realisation of having regained their stature that Chairman APHC, Molvi Umar Farooq, announced, a day before leaving for New Delhi, that he was open to talks with the Government of India for the resolution of the Kashmir issue provided these parleys were held at the level of Prime Minister or Home Minister. This indicates that the separatists want their involvement in the ongoing Indo-Pak dialogue. And in this connection the JKLF Chief, Mohd. Yasin Malik, met Hina Rabbani in Islamabad the other day and pleaded for involvement of Kashmiri leaders in the talks. And in order to demonstrate their relevance as far as the Kashmir issue is concerned separatists are quick to respond to any invitation for a meeting from the Pakistan High Commissioner. They grab the invitation to show to people in the valley and to the Government of India that they should not be listed on the endangered list of political species. However, during the last over five years New Delhi has preferred to ignore the separatists' urge for the resumption of dialogue with the centre. |
