Not Aam Aadmi, it will empower the Sahib Bahadur!

Jammu, July 26: Admitting his helplessness, the Chief Minister today Entrusted the job of cleansing the administration to the Aam Aadmi (commoner). In the name of empowerment, the commoner is now expected to make the administration more responsive. In plain words, he has to run the administration.
But is it possible in a state where an Aam Aadmi has to seek judicial intervention for appointment of the chairperson of State Accountability Commission (SAC). By deferring appointment of the chairperson of a vital body, the government has conveyed a message-it is not interested in accountability. What does the new legislation stand for? How, can it empower the Aam Aadmi? And, how can Aam Aadmi enforce accountability?
The government today issued a notification under the newly enacted Public Services Guarantee Act(PSGA) to empower the Aam Aadmi. The Chief Minister believes that the Act can empower the commoner to seek prompt delivery of public services from various departments. Omar further believes that the Act can make the administration more responsive.
"The Act provides for right to public service to every eligible person within the specified time limit in a transparent manner. An eligible person can demand performance of duties and functions in accordance with the Act. He is empowered under the Act to hold the concerned designated officer accountable for any service deficiency. He is also empowered to seek compensation with respect to non-providing of service or deficiency in-service", the Chief Minister elaborated. He asked the people to take best advantage of the Act. Omar promised a clean administration the day he assumed office.
However, he could not keep his promise. He has now shifted the ball to the public court. In other words, he has expressed his helplessness and now wants the Aam Aadmi to set right the system which , according to him, is `rotten'. But the Aam Aadmi has been taken for a ride in this state. He has to pay anything between Rs 50-100 to the lineman for getting his electric connection restored? The ration card is issued when the Aam Aadmi gives Chai (bribe) to the concerned. While one pays the happily while getting the birth certificate of a child, the concerned demand chai for preparing the death certificate.
The new Act has created new designated and appellate authorities. They have been empowered to impose fine of Rs 250 to 5000. The Act, therefore, has opened new doors of corruption. The Act, therefore, is destined to empower the Sahib Bahadur only.
