HM "top secret" letter shows Pak fomenting terror against India from back doors | | | Bharat Bhushan EARLY TIMES REPORT JAMMU, July 26: The seizure of a letter written and signed by Pak-based Hizbul Mujahideen (HM) deputy chief Shamsher Khan to the outfit's two top commanders has accentuated the fact that Pakistan won't act against terror. It must have shut front doors on militants after the al-Qaeda chief Laden's May 1 killing in its Abbottabad garrison town by the US troops, it continues to foment terror against India from the back doors. This is what a letter with Indian border troops hints at. The forces stumbled upon it during the search of the belongings of an infiltrating militant some time back in a Poonch border area. It was marked "top secret". The Early Times has a copy of it in its possession. The letter has been addressed by Shamsher to HM PPR commander Akhtar Khan and HM launching commander for Kahuta sector in Pakistan occupied Kashmir (PoK), Dawood Kashmiri. It conveys to them HM central committee's decisions taken in a meeting in Pakistan. It said PPR would associate and use guides of HM Kashmiri group with mutual consent and agreement. "Payment of wages for guides and porters has been increased and made double," it adds. Shamsher was also seriously concerned over the irregularities committed in the payment of wages when, quoting complaints and information coming to him from different sources, he said the guides and porters were not being paid enhanced wages fully and in time. In the light of the command council decision, the wages be paid to them fully and timely, he added. The letter also carried instructions for the infiltrating groups of militants when he said reserved routes should not be used for the time being and the old routes be followed effectively. The letter says: "The agency has given an instrument to jam electricity. This be given only to the group commander under whom more than 10 persons are being launched. The commanders of smaller groups may only be given pickaxe and spade for the time being." It said none of the infiltrating groups be given more than Rs 2 lakh each. Field expenses and operation money would be sent through a separate source, it added. Shamsher said other decisions and orders would be made to militant commanders after the Muthida Jehad Council meeting. The seizure of the letter belies Pakistan's oft-repeated claims that it had shut doors on militants. The letter also highlights the fact that it is not sincere in its efforts to remove the trust deficit between the two countries and the wrong direction it continues to take. The militants continue to receive training on its soil. |
