Govt wants to keep powers centralized: SP | | | EARLY TIMES REPORT Jammu, July 27: The J&K Samajwadi Party, has taken strong exception to the statement regarding reports of a committee on “Devolution of powers to the Panchayats” headed by chief secretary, submitted to the Govt. categorically recommending that any amendment to the Panchayati Raj Act 1989 in the context of 73rd &74th amendment of Indian constitution to be made applicable in J&K state, is un-desirable. Terming the same as a big joke with the people of the state as also the Indian constitution the SP president Sheikh Ab. Rehman ex-MP in a release issued today said that in fact coalition Government keeping up its tradition for six decades, is in no mood to decentralize the powers into the hands of public representatives elected through democratic process down up to grass root level. The release added that both NC & Congress are responsible for destroying the institutions of the Panchayats, Block Dev. Councils & the District Board for last 64 years. The actual fact is that Govt. wants to keep all the powers centralized in its own hands and that they never want to make their MLAs, ministers & blue-eyed bureaucrats un-employed & jobless and that is why there is great resentment in every section of society, youths & public against the Govt. the wrath of which every body is facing for last 22 years of turmoil, atmosphere of death & destruction. How a committee setup by the Govt. can snatch the constitutionally guaranteed mechanism of governance from the people? Virtually it is a deep rooted conspiracy on the part of the Govt. to make the institution of District Development Board defunct by nominating a minister as Chairman to it instead of elected people representative like other parts of the country. As per the release, the SP further notes it with suspicious as to why the process of forming block Dev. Councils is being put off to Sept.2011 when it can safely be conducted in Aug. 2011 in Jammu province where 100% Panchayat election stand completed leaving Kashmir valley for 2nd phase where around 1500 Panches & Sarpanches in about 165 Panchayats are reportedly yet to be elected. The S.P supremo Sheikh Ab. Rehman ex- MP has appealed all political parties, elected Panches & Sarpanches, to rise above their party considerations and fight against the ill designs of Govt. who have destroyed the institution of Panchayats during last 64 years in the state and that people should not get trapped into the luring statement & delaying tactics of the Govt.
