'Smart card' system for punctuality in Secretariat fails, biometric machines lying defunct | IT dept stumbles one more project | | Early Times Report Jammu, July 27: The 'SMART card' system to ensure punctuality and better culture in offices have worked perfectly in terms of the objective in private companies in J&K and outside but it has turned out to be a big 'flop show' in the Civil Secretariat , courtesy ill planning and poor implementation of things at the ground level by the IT department which has let the entire initiative turn into a failed project, notwithstanding the fact that crores of rupees have been invested in it. The system did not click beyond distribution of cards to the employees in Srinagar Secretariat premises where the biometric machines were installed last year. It is one more story of high profile dream projects envisaged by IT department having failed before these actualise, leave alone serving the purpose for which these are conceptualised and planned. When the government announced it some time back that it would introduce Smart cards similar to those in private sector, it did create some murmurs in the echelons of civil Secretariat for whom the project was meant. For a sizable number of employees who have been playing truant in terms of irregularity in following office timings, it was indeed a challenge and something they initially felt averse to. Nevertheless the system as a matter of policy of the government to ensure punctuality of the employees was accepted and there was not much resistance, with many enthusiastic towards a system that would have certainly resulted in some order so far as the full attendance was concerned. But this enthusiasm soon dampened as even after things were pursued in a speedy manner , the system ultimately lies flat on the ground. The IT department installed Biometric Attendance system through RFID and J&K Bank was chosen by government as the implementing agency for the project. The project, as widely known was meant here also to infuse better work culture, about which some governments have been talking in the past by ensuring punctuality and full attendance throughout the work hours in the Secretariat. Almost all the employees of the Civil Secretariat were given the cards and its use was ordered as a mandatory process. But this ambitious project also met the same fate. According to some experts it failed due to poor planning and implementation by those at the helm. The bio metric machines were installed but these were not sufficient to meet the number of employees. Second there were not adequate technical personnel to handle its operational aspects, at least initially. Last year when the system commenced , there used to be heavy rush of employees at a given time, which caused just a situation just the reverse of the objective of the system. It would very often result in wastage of time . Things also went haywire also at the level of the concerned authorities who did not take timely and appropriate steps to plug the loopholes in right earnest. Employees also lost interest, which suited a major chunk . The net result: The machines are lying completely defunct in the secretariat premises and money spent on their installation , making of cards etc. has gone down the drain. As for the Jammu civil Secretariat, the system, thankfully so has not yet been started, though the project is meant to cater in both the capital cities in secretariat complex.
