Can beggars be choosers ? | | | While the National Conference leadership has mellowed down on its demand for restoration of greater autonomy,the PDP continues to lay emphasis on its self-rule concept because this idea seems to the Muftis and his supporters as an ideal solution for the Kashmir problem.It is not that the National Conference has decided to abandon its vote catching autonomy slogan but it believes that this was not the time to rake up the issue when what was needed was peace.The NC leadership possibly does not want to raise any issue that could trigger violence or civilian strife that had rocked and rattled Kashmir last year resulting in the death of 118 people in police firing.But as the main opposition party the PDP,which is gradually enlarging its areas of influence not only in the Kashmir valley but in the Jammu region too,believes that the only tool that can humble the National Conference and outclass its autonomy slogan was the self-rule issue. Addressing a public meeting at Hazratbal,which is a stronghold of the National Conference,the other day the PDP patron,Mufti Mohd.Sayeed said that self-rule was the only ideal solution for the Kashmir issue.He said once the state had self-rule 1953 events,when Sheikh Abdullah,who was prime Minister of the state,was arrested,cannot be repeated.To him self rule would mean living in total freedom with "our own Governor",free trade and commerce and open and unrestricted people to people contact on the border.This observation indicates that both the PDP and the National conference leadership believs that under the prevailing constitutional arrangement between Srinagar and New Delhi the state of Jammu an Kashmir lacks freedom.It lacks free trade avenues and have to bear Governors who are sent by Delhi,at times without consulting the state Government.Both the PDP and the NC would feel flattered if they are in a position to see the jurisdiction of the Supreme Court,Auditor and Comptroller General of India,Election Commission in Jammu and Kashmir withdrawn.They would feel happy to see several hundred central laws,extended to the state during the last over four decades withdrawn. Have those favouring self-rule or greater autonomy realised whether the state of Jammu and Kashmir can enjoy total freedom without financial support from New Delhi.If left to the NC leadership it would leave foreign affairs,defence,communication and currency in the hands of the centre and the remaining activities would be in the hands of he state Government.Is it possible when the centre has been funding all major plan and non-plan activities in Jammu and Kashmir?Those who doubt this should refer to the Rs.6600 crore annual plan that he centre has sanctioned for the state for 2011-12.Besides this the cente has sanctioned Rs 1200 crores under the Prime Minister's Reconstruction plan and another Rs.2100 crores under employment package.Scores of projects have been implemented and were being executed as centrally sponsored schemes.The centre has been bearing the entire security related expenses and allied activities.This way the state gets over 80 per cent financial support from the centre.How should then a state banking on doles from the centre aspire for freedom ?Let the Muftis and Abdullahs think about it before they keep on misleading people.
