7/28/2011 12:39:44 AM
EARLY TIMES REPORT
Wachi, South Kashmir, Jul 27: As an Eid gift, powers to panchayats in Jammu and Kashmir would be transferred by Eid, transforming the socio-economic scenario in the state, Jammu and Kashmir Chief Minister Omar Abdullah said today.
During his interactions with the newly elected panchayat members of Shopian and Wachi Assembly Constituencies after inaugurating separate 4-day orientation camps, Mr Omar Abdullah said Panchayats would determine the schemes, formulate plans and execute works as per the requirements of the areas under their jurisdiction.
He said the block panchayat councils and district councils would take care of this task at the block and district levels.
The panchayat representative would hold the position of Vice Chairman in the concerned District Development Board and play an important role in identifying the works and launch of schemes in the district.
Mr Omar Abdullah said that powerful Panchayat Raj is his Government's commitment to the people and the days are not far off when the grass root public representatives would rule the roast so for as public service delivery and plan formulation is concerned.
The role of panchayats will not be restricted to rural development sector alone, he said making it clear that panchayats would be involved in the sectors of health, education, CAPD, water supply, power, social welfare and road communication sectors.
''Your role in all the sectors responsible for public service delivery will be well defined,'' he told the panchayat members asking them to be prepared to shoulder the important responsibility and perform in a befitting manner.
