Subsidized Pumpsets yet to reach farmers in J&K | | | Early Times Report JAMMU, July 28: The much hyped scheme to provide diesel based pump sets to farmers on subsidy in water scarce areas of Jammu region has turned out to be a flop show as large number of people are yet to receive them even after three years when the scheme was launched. According to the sources under the centrally sponsored scheme launched in 2004-05, Agriculture Department was to provide these pump sets to the farmers in dry areas of the region were cultivators are dependent on groundwater sources for irrigation, but the scheme has not been implemented properly. “A good number of farmers deposited security with the department but so far officials have not issued these sets. Whenever they approach the officials, they are asked to wait, said Kuldeep Singh, a farmer leader from R.S Pura. He said that a number of people have to suffer due to pathetic attitude of the department particularly those cultivators whose farms fall away from canals. Official source said that under the scheme, subsidy of 25 percent is admissible to farmers on plant protection machinery, subject to maximum of Rs 400 for manually operated and Rs 1,000 for power operated machinery. On the other hand, subsidy of 25 per cent, subject to a maximum of Rs. 4,000 is admissible on distribution of irrigation pumps for lift irrigation under the scheme for which large number of people have shown interest. Sources said that department has received total of 1,223 pump sets and 2,549 sprayers which were purchased during the 2004-05, but only few hundreds have been distributed to the farmers, while other are gathering dust in the stores. It is pertinent to mention here that while irrigation by canals is major source of water to the farmers, but there are number of villages where canal water does not reach and cultivators are dependent on ground water for irrigation. Although electric pumps are also used by the people, but repeated electricity cuts is major hindrance in lifting water, which sometimes plays havoc with the standing crops. Large number of villages in R.S Pura, Suchetgarh, Bishnah, Akhnoor and other areas are dependent on ground water for survival of their crops and vegetables.
