DC Kishtwar handover position of 2600 Kanal land to GVK group for Rattle power project. | Compensation paid @65000/Kanal, is it a joke or justice. | | Kishtwar July 28:- After witnessing the battle over the land acquisition in Greater Nodia, the people of Drabshala Kishtwar, where round about 2500 Kanal of private land is being acquired for construction of 690 MW Rattle power project were preparing themselves for long battle over the issue of the less compensation being paid to the private land owners @65000/Kanal after Deputy Commissioner Kishtwar along with Assistant Commissioner Revenue (ACR) handed over the position of around 2600 Kanal of land comprised of state land as well as private land situated at Drabshal Kishtwar to GVK Power and Infrastructure Ltd for construction of 690 MW Rattle Power Project in a joint venture with Jammu & Kashmir State Power Development Corporation Ltd (JKSPDC) for procurement of power on a long-term basis from the 690 MW Rattle Hydro Electric Power Project to be constructed on river Chenab in mountainous Kishtwar District under Build, Own, Operate and Transfer (BOOT) basis for a period of 35 years. The project that will require an investment of around Rs 5000 crore is slated to be commissioned by 2017. In its first leg, District Administration handed over the 2600 Kanal of land out of 6000 Kanal land to GVK and JKSPDC for construction of necessary infrastructure required for the project work and thus setting hope for generating job avenues for thousands of unemployed youths across Chenab region waiting for job opportunities in private sector. On one hand side the unemployed youths of the District Kishtwar were over joyied with transfer of land to GVK and JKPDC for setting into the motion the process of construction of this prestigious project, but on the other hand side, the farmers and local inhabitants whose lands are coming under this projects are feeling injustice on behalf of the District administration who were providing them the compensation merely @65000/Kanal that too for the land situated on Kishtwar-Batote National Highway. The people termed it as merely a joke and injustice on the part of the Government who were selling the land to the private firm at lowest possible cast, which is far less than the average cast from the mutation record of last 3 years. Even though the District administration paid compensation to only round about 5-6 Kanal private land, where as the rest of the land is state land, but the people whose land is the major chunk among the remaining 4000 Kanal land has started showing his concern regarding the rate approved by the District Administration. They have threaten to launch an agitation in case the government fails to provide them an adequate land compensation to them beside a comprehensive rehabilitation plan and job priority for more than 300 families who will get disabled after the construction this power project. The people alleged that government is snatching their land at less prize and transfer the same land to private companies who can earn crores of rupees after the commission of this prestigious power project. “What we are getting compensation @65000/Kanal, Isn’t it a joke and injustice to us” said one local Mohammad Auyoob. He said that in case the Govt. fails to provide them an adequate compensation, beside a job, they were left with no option other than to launch an agitation against the land acquisition, which is not good for the overall development of the area. When contacted ACR Kishtwar Rajesh Kumar Shavan termed the public concern as genuine and said that Government is in the process of revving the rate of compensation paid to the people whose land is coming under the said power project. He said assured on behalf of the District Administration that justice will be done with the poor populace. He said that only 5-6 kanal of land has so far been handed over to GVK and JKSPDC and said that rest of the land will transferred to the power project bidder only after taking some remedial measures for over all benefit of the people who were providing his own land for the construction of this project. He supported the demand of local people in jobs both as skilled as unskilled for those people who land is coming under Rattle Power Project. Rattle Power Project is the first hydel power project in the country that has been awarded through a tariff based competitive bidding process. This project also has the unique distinction of being the first private sector investment in the power sector in the state of Jammu & Kashmir. Jammu and Kashmir will get 16 percent of free power from the GVK Power and Infrastructure Limited, Out of the remaining power the company will sell power to the state at a cost of Rs 1.44 per unit, which too is less than the per unit price being charged by the other states. Being the non-state subject, the company will be allotted the land on lease basis by the state government, which will also provide logistic support to the company.
