Proposal to set up two IT Directorates shelved......? | Govt unable to tap potential of over 2000 trained IT professionals of own state | | Early Times Report
Jammu, July 28: Much in contrast to its tall claims on e-governance, the IT department of the J&K government has failed to establish its Directorate till date. The government was loud on this contending by setting up separate Directorate it would be able to implement national level e governance plans as the guidelines of Government of India. For quite some time the government had been considering setting up the Directorate for the IT department that was intended to facilitate and expedite working in all the departments through e governance concept. For the purpose draft project reports were sought to be prepared through consultants for creating roadmaps on the pattern of the national e governance plans. But the enthusiasm on this front faded gradually and it appears that for now the proposal of setting up Directorates has been shelved. Under the proposal it was envisaged to set up two separate Directorates in the two capital cities Jammu and Srinagar which would separately handle the works and entire functioning of the Department independently. The idea was also to reduce the total dependence on NIC and private agencies which the IT department is at present having for its every small, big work and other projects. As a result of this dependence the IT department has not enabled itself to evolve as a full fledged deparment with proper networking and nor been able to grow in implementation of information technology related plans and programmes. Ironically, the government did dream about setting up its own Informatics Centre on the pattern of NIC in the state. In 2009, the new coalition dispensation , ambitious about having e governance system in place, created J&K e govenance agency. Its basic purpose was to connect all the government offices through e governance .Pertinent to mention is that this agency was set up with proper registration process. But, unfortunately, the working of this agency too has not pushed ahead the working of the Department nor helped in any respect in strengthening it further as an independent Department. While the proposal of setting up separate directorates has not yet seen light, the Department went on again with the new concept of setting of two IT enclaves in the premises of civil secretariates in two capital cities of the state. Sources within the Department say all the proposals lie in state of limbo basically for want of proper and adequate number of trained IT professionals who can handle the works in techical and professional manner. At present, according to sources the Department is working a minimum resource strength of not more than two dozen officials. The irony of the entire story here is that in J&K alone nearly 25000 youth aquire various trainings in information technology through various established colleges and universities across the state. The government has failed to utilise this strength as it does not offer luring jobs in the state. .
