J&K seeks premature return of IAS officer, centre relentless

Jammu, July 30: Jammu and Kashmir government is in for another major embarrassment with central government outrightly refusing to allow another IAS officer to return back from the deputation prematurely.
Four IAS officers, for whom state had earlier written to the union government, have already refused to return citing both personal and professional reasons. Latest in the list is an officer known for his administrative capabilities. Jammu and Kashmir government had requested he union government to relieve him prior to completion of his deputation period. The said officer's deputation would be over by year 2012.
However, since two cabinet minister's had been lobbying for his premature return, state government twice wrote to Ministry of Personnel, Public Grievances and Pensions for return of this particular IAS officer. But to no avail. The ministry which is directly headed by Prime Minister Manmohan Singh refused to return the officer, saying that he has to mandatorily complete the period of deputation.
They further said that if he is reverted back to the state prior to the completion of his deputation period, he would face problems in getting elevated to higher position. Peeved over refusal of union government to return the said IAS officer, the two ministers have requested Chief Minister Omar Abdullah to take up the issue with Prime Minister personally and get the same redressed at the earliest.
Sources disclosed that government had already drawn up the plans to post the said officer as provincial head of the administration in Jammu region. They added that government has decided to replace the present provincial administrative head who would be completing two years and five months of July 31.
While state is bound to transfer IAS officers completing two years at a place of posting, sources said that apart from tenure, government has given up to the honest and straightforward attitude of the present administrative head. They said that some ministers and political leaders of all ranks of the ruling coalition have been finding the said officer a tough officer to deal with.
"He prefers being an officer and has seemingly no affection for those committing wrong under the garb of having affiliation with the ruling coalition. He is honest and does not mince words while penalizing those violating the law," maintained an official serving in the Chief Minister's secretariat. However, he explicitly said that if he is relieved of his present assignment, he should another one of the same magnitude.
It needs to be mentioned here that 22 IAS officers of Jammu and Kashmir cadre are presently outside the state either on deputation or on leave or on an irrelevant posting. These include Anil Goswami, Pankaj Jain, Khurshid Ganai, Rakesh Kumar Gupta, Lokesh Dutt Jha, Pradeep Tripathi, Sandeep Nayak, Arun Mehta, Ashok Kumar Parmar, Dheeraj Gupta, Navin Kumar Choudhary, Rohit Kansal, Shalindera Kumar, Farooq Ahmed Factoo, Hirdesh Kumar Singh, Mandeep Kaur, Parvez Dewan, Arun Kumar, Sonali Kumar, Ashok Angurana, Bipul Pathak and P.G. Dhar Chakraborty.
