JKNPP seeks intervention of UGC in allocation of Model Degree Colleges | | | EARLY TIMES REPORT JAMMU, July 30: Jammu Kashmir National Panthers Party (JKNPP) MLAs led by Harsh Dev Singh and including Balwant Singh Mankotia and Yash Paul Kundal submitted a memorandum to the Chairman, University Grants Commission in New Delhi seeking the latter’s intervention in the recent allocation of Model Degree College meant for educational backward districts of J&K state. The MLAs alleged foul play in the process of identification of location for the purposes of establishing degree colleges and further charged the state govt. of changing the location of Degree College as approved by UGC. Seeking personal intervention of chairman UGC, Harsh Dev Singh submitted that the state govt. had committed gross irregularities, violation of norms and prescribed produced in the recent opening of degree college in the state and alleged diversion of funds released by the university grants commission (UGC) for the said purpose. He said that the establishment of model degree college had been approved by the govt. of India in the specified educationally backward districts of the country including J&K during 2008-09 for which the UGC had released funds for infrastructure creation. Harsh Dev Singh further pointed out that UGC had specifically indicated and categorized eleven districts of J&K state as educationally backward districts in 2008-09 which included Anantnag, Kupwara, Doda , Budgam, Leh, Kargil Poonch, Udhampur, Rajouri, Baramulla and Kathua. He said that the UGC had approved establishment of colleges in the said districts at a cost of Rs. 8 crores each out of which Rs.4 crore were provided by UGC and Rs. 4 crores were to be provided by the state govt. He said that the location districts as indicated above were approved by UGC on the basis of certain set norms and Gross Enrolment Ratio which could not have been altered by the state govt. on its own. Harsh Dev Singh alleged that the govt. in its recent order for establishment of 22 new degree colleges including 11 Model Degree College acted in the most whimsical, illegal and arbitrary manner and changed the location of several model college approved by UGC. He pointed out that UGC in its order had categorically approved one Model Degree college for district Udhampur and sanctioned Rs. 8 core for the purpose out of which Rs. 4 crore had been provided by it. Singh alleged that the UGC proposal for model Degree College meant for Udhampur was arbitrarily shelved by the state govt. and the said degree college was shifted to Reasi district in violation of all norms, procedures and guidelines issued on the subject. Singh said that the most ugly, alarming and highly distressing aspect of the matter was the said college meant for districts Udhampur was opened by the minister for higher education A.G Malik in his own native village Sarah Bagh, Mahore in district Reasi. |
