How to weed out corruption Mr CM?

JAMMU, July 31: Omar Abdullah promised clean administration on the first day he assumed office of the Chief Minister. He has repeatedly issued statements against corruption and corrupt elements. But the Chief Minister has not laid down any mechanism to achieve the goal.
The corrupt elements, it may be mentioned, are not going to install CCTVs in their offices to enable the Chief Minister to proceed against them. In no case shall they solicit affidavits to facilitate their prosecution under Prevention of Corruption Act. So what to do?
The state's vigilance organization deals with corruption and related issues. Every day the organization lays traps to nab corrupt elements. But whom does this organization hook? It has been observed that the VO traps Patwaris, Girdawars, Sectional Officers, Clerks and teachers. The big sharks are free to squeeze the last drop of blood from this poor state. The VO has never trapped higher officials not to speak of ministers.
The State Accountability Commission (SAC) has now got its head and it is hoped it would go a long way in fighting corruption at the top. The delay in appointing its chairperson spoke volumes about government's seriousness about eradicating the menace of corruption.
More often than not, the VO produces a faulty challan deliberately to facilitate acquittal of the accused. In some cases corrupt officials who were caught red handed by the VO were punished with promotion.
With this strategy and with these tools the Chief Minister cannot even dream of weeding out corruption. There is no denying the fact that the Code of Criminal Procedure (Cr PC) has laid down a procedure for bringing erring officials to justice. The prosecuting agency cannot deviate from the laid procedure. And, legal experts believe that the flaws in the system only help the corrupt elements. He Chief Minister can do a lot, if he wishes, by taking the matter to the legislative assembly. The MLAs will stand by him irrespective of their party affiliations on this issue. Unless a mechanism is laid down, the battle against corruption will never be won.
