Central University Dogras lose faith both in politicians & bureaucrats

JAMMU, Aug 1: One can very easily understand the reasons behind the negative/hostile attitude of the Dogras towards an overwhelming majority of the Duggar Pradesh-based leaders. It's not a secret that the Dogras have all along accused their "leaders of consistently letting them down" and "playing games calculated to harm the Duggar Pradesh and further their own selfish intentions." Pt Prem Nath Dogra perhaps was the only leader whom Dogras hail as a "public-spirited" leader. It is, however, a different story that those who use his name for garnering votes every five years have not produced any work containing authentic information on the contribution of Prem Nath Dogra to the cause of the Dogras as well as the national cause. No body really knows what exactly Prem Nath Dogra did. People only know that he was a "great leader."
It's true that the Dogras have always participated in the democratic processes but it's also true that their representatives have never come up to their expectations. On the contrary, one can cite here instances and instances to show that the Dogra leadership has, instead of making common cause with the Duggar Pradesh and its "grossly discriminated against Dogras", invariably joined forces inimical to the Dogras and the Duggar Pradesh. Hence, the oppressed and suppressed Dogras do not cross the line when they bemoan and say that "their leadership has consistently betrayed them." It is hardly necessary to catalogue here the instances showing the complicity of the Jammu leadership in every anti-Dogra move. A reference here to the unflinching support of the BJP and Congress legislators to the February 2002 constitutional amendment that banned delimitation of assembly constituencies for at least three decades would be enough to make the point.
Believe it or not but it is a fact that the Dogra leadership has not done anything whatever for the Duggar Pradesh. You may put in any amount hard work to find if the Dogra leadership has got anything for the Duggar Pradesh during all these more than 63 years of the state's accession, he/she would come out of the exercise minus everything. On the other hand, he/she would at once come to the conclusion that what Duggar Pradesh achieved during this period, it achieved because of the supreme sacrifices the Dogras in general and Dogra students in particular, made for the cause of their province.
Those who know something about the circumstances leading to the establishment of University of Jammu, Mata Vaishno Devi University, Agricultural University, Engineering College, Medical College and so on or those who know something about the circumstances leading to the appointment of Gajendragadkar Commission, Sikri Commission, Singhal Committee and so on would at once vouch for the fact that the establishment of these universities and technical and professional institutions was the immediate fall-out of the supreme sacrifices the Dogra students made in 1966-1967, 1978-1979, 1998 and so on.
The prevailing anger in the Duggar Pradesh against its leadership needs to be viewed in this context. There are definite reasons for the Dogras not to pin faith in their "leadership." Whatever they say about their leadership doesn't surprise anyone. However, what is surprising everyone these days in the Duggar Pradesh has been the opposition of the agitating Dogras to the idea of a "former bureaucrat" being appointed as the first Vice-Chancellor of the Jammu Central University.
It needs to be noted that two reports appeared in a section of print media some five days ago to the effect that the authorities were thinking in terms of availing of the services of one "former Chief Secretary to the J&K Government." Ever since then, a number of outfits have upped their ante and threatened that "they would intensify their agitation in case the said former Chief Secretary is appointed to perform the job."
The bitter opposition in the Duggar Pradesh to the idea of the said Chief Secretary being given any assignment in the Jammu Central University must make all the former Duggar Pradesh-based bureaucrats to sit down and ponder over what has gone wrong or what is responsible for the trust deficit between them and the common Dogras. Such an exercise has become imperative considering the nature of opposition to the reported official move. The opposition is nothing but a sad reflection on the nature of relationship between the common Dogras and those Dogras who held top positions in the government. Jammu-based bureaucrats. Former or serving, have to take note of what is happening in Jammu.
