Rotational CM issue not a closed chapter...? 'Cong high command 'reticent' as it doesn't want political instability ahead of Dec' | | | Early Times Report Jammu, Aug 1: The issue of rotational Chief Minister may not be one that is gathering heat any more, at least at this point of time but nothing is permanent nor predictable in politics. The issue which picked up some momentum in past months early this year from within the Congress has been seen as hushed up, which is far from reality. It is very much alive, though not in public debate for 'political' reasons. If sources within the Congress are to be believed, the issue of rotational Chief Minister in the J&K having coalition shared mainly by NC and Congress, is being considered at the highest ranks in the party. Sources said top leaders of the party who are believed to be close to the party president Sonia Gandhi have assured it to the J&K Congress leadership that the high command has been conveyed what party rank and file aspires at the culmination of three years of coalition tenure this year. The high command has also not ruled out the possibility and the issue is very much in serious consideration , sources said, notwithstanding the fact that Prime Minister Dr Manmohan Singh sometime back while replying a media query replied in negative when asked about change of guard in J&K. No one's utterance nor any assurance matters over this crucial issue except that from the Congress president herself, sources said adding that it has widely been given to believe in the rank and file of Congress in J&K that the decision with regard to shifting power steering to Congress in any case has only to be decided by the Sonia Gandhi. Since has maintained silence over the matter even during times when it was about to snowball into a political controversy in the state between the two allies, her 'reticence' is being termed by sources as 'deliberate' as she doesn't want to make any statement which can become a cause of uncertainty in the sensitive state. "High Command knows it well that J&K is a very sensitive state and any such statement can cause political instability .......the party doesn't want this instead it has always been working towards a situation that ensures stable, safe environment at least in political terms", said a senior leader of the party. However, things shall start gaining momentum again sometime after September, said the sources and by the end of next two months the picture will get clearer. The high command shall allow the debate to be started in 'measured doses' gradually so that it does not come as an offence for the ruling NC. The NC, at the moment, for reasons apparent is possessive of the fact that their Chief Minister stays in the chair for entire six years but Congress is not ready to buy this percept nor can afford so politically. This is a fact that already stands conveyed to the High Command, said the sources. Almost all the MLAs including the ministers have conveyed it to those who matter in Delhi that they despite being ministers do not enjoy full powers even within their own ministries as most of the powers have been wrested by the CM himself who happens to be NC leader. It is in the backdrop of these realities that the issue of rotational CM is still under active consideration and will gain momentum at 'appropriate' time. |
